Pursuant to due call and notice thereof the City Council met in special
session on Thursday, December 29, 1977 at 7:30 p.m. in City Hall. I
Members Present: Mayor Hugo B. Weyrens; Councilmen; Herman Schneider,
Bud Reber, Steve Dehler, Mike Husen, Clerk, Bob Johnson
Others Present: Mike Loso, fire chief, presented the application of
Frank R. Loso for membership in the St. Joseph Fire Dept.,
son of Daniel Loso, former 20-year fireman. Approved on
motion by Schneider seconded by Husen.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Police Chief Lorentz - presented monthly police reports
for October and November, 1977. Discussion of the reports
followed. Liquor establishments operation reports for
the year presented relating to incidents and violations.
Juvenile problem in liquor establishments examined.
Police Chief to prepare a liquor enforcement policy
relating to juveniles in bar.
Roman Reber Building Inspector: Building Inspector Roman Reber
presented a report on rental property program. Gary
Mutifering making study of City Or&nances. Question of
establishing a Housing Board being explored.
Williams Funeral Home improvement plan examined. Building I
Inspector to resolve matter.
Fund Transfer Approval: A motion was made by schneider seconded by
Reber to approve the following fund transfers and payments:
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Joint Fire Operating Fund - Year-End Transfers & Payments
1) Fire Hall ~e~ redemption - $4609.38 $2996.10 (65%)
$1613.28 (35%). Joint fire operating to General
Revenue. (Transfer town share to 1970 water 65%)

made by Reber seconded by Husen to approve the following
non-intoxicating licenses and cigarettes - amusement and
entertaiment devices for 1978:

Nayes: None.
Graffiti, Inc; St. Joseph Meat Market; Frisky Baits;
Midway Bar; Legion Post 328; Loso Store; LaPlayette, Inc.,

Kierzek: Hospitalization: A motion was made by Husen seconded by
Schneider to approve $50.00 hospitalization premium
payment for supplementary insurance effective úpon part
time retirement for John Kierzek.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.

Security code to complement Housing Code, Crime Control-
Attended by Mike Husen and Planning Commission chairman
Ben Kremer in Minneapolis.
Millstream Park Area Mapping: Sketch received from NSP - to detail
present improvements - map of area needed for grant
application.
DNR funds of $26,000 only available, no federal funds
available at this time. Matching grant of 5~Þ must be

Phone Changes: Council'Tevie\'!ed telenhone changes involving the three
---- phones on one number: Extra nhone in fire hall - City I
Hall and Waste \",rater Plant - all on 7541.
Further information to be obtained to consider a one
number change to: Haintenance Denartment - \-!aste':later Plant
and extra fire ~hone to be on one new number with City Hall
number to remain listed as 7541.
City to examine liability question on 6th Ave SE storm water
nroblem - problem will be solved in summer after completion
of East Side Imnrovement Project that v:ill include a storm
se¡'!er stub to 6th Ave SE and Baker St.

~mendment to~Ord. 55: Copies of Amendment to Ordinance No. 55 were
presented to Council. Publication date scheduled for
December 31, 1977. Ordinance amendment relates to nark
land dedication by new develonment areas.
Municinal Board Hearing: City Clerk presented data' and information
relating to Hunicipal Board Hearing scheduled for January
23, 1978 at 10 a.m. in City Hall. Purpose of hearing:
Annexation ofannrox. 30 acre area of East Side Develonment
and abutting pronerties \'Iho all petitioned for annexation.
Procedures - ZoningOrd.and Poiice D~pt. Complaints: Copies of
Procedur~ for Handling requests under the Zoning Ordinanc~
No. 59 and copies of Police Department Complaint Policy
as nrepared by City Atorney, were provided Council
members for review.
Fire Truck Purchase Contribution: The final two-thirds payment of a
$40,000 contribution for fire truck purchase ¡·¡as reported
received i'rom the Convent-College of St. Benedict on
December 29 in the amount of ~26,667.oo
A motion to adjourn was made by Schneider s~conded by
