Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in regular session on Thursday, January 24, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, I
steve Dehler, Mike Husen; Clerk Bob Johnson.
Others Present: At 8:00 p.m. - Police Chief Bill Lorentz; 9:00 p.m. - Dick Taufen,
Ray Bechtold, Jim Marthaler, Randy Bush, Mike Kampa.
Liquor Resolution: A motion was made by Reber seconded by Schneider to pass the
following resolution creating a policy for sanctions on liquor viola-
tions within the City of st. Joseph.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
RESOLUTION CREATING POLICY FOR SANCTIONS ON LIQUOR VIOLATION
WITHIN THE CITY OF ST. JOSEPH
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST. JOSEPH:
That the st. Joseph City Council is concerned about violations of the
st. Joseph liquor ordinance and state liquor law. In an effort to
enforce strict compliance with all applicable and state liquor laws
the st. Joseph City Council has adopted the following policies with
regard to future liquor violations.
If the Council orders a hearing on a liquor violation and finds that
there is a liquor violation of any applicable local or state law the
Council shall impose the following sanctions: I
1. Suspension of license for 1 - 3 days for the first liquor violation.
2. Suspension of license for 5 - 7 days for the second liquor violation
within two years of any previous liquor violation found by the Council.
3. Suspension of license for 10 - 15 days for the third liquor violation
within a two year period.
This policy shall in no way limit the City Council from imposing a more
severe sanction in the event the Council finds that the facts warrant a
more severe sanction than outlined above.
Adopted by the st. Joseph City Council this 24th day of January, 1980.
Minutes Approved: November 29, December 6, December 17, December 20 minutes
approved on motion by Husen seconded by Reber. See correction in minutes
dated November 29 (Police department hand guns etc.).

Nayes: None Motion carried.
Approval on Purchases: A motion was made by Schneider seconded by Husen to approve
an increase in departmental purchase limit , without Council approval, from
$25.00 to $50.00.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
Wage Negotiations and Settlement: Discussions were held and all pertinent data,
proposals and counter-proposals were reviewed. Inflation, work schedules
and other data also received Council appraisal.

Motion: A motion was made by Husen seconded by Dehler to approve a $200.00 per
month increase in salary for 1980 for the following employees:
Police Department - Lorentz; Maintenance Department - Taufen, Bechtold,
Marthaler; retroactive to January 1, 1980. Also, that the Council be
~ committed to establish job descriptions for each employee and a personnel
policy by September 1, 1980.
Voting for the motion: Schneider, Husen, Dehler, Weyrens.
Voting against motion: Reber Motion carried 4-1.
In earlier wage agreements police department patrolmen Bush and Kampa
received monthly increases from $850.00 per month to $1134.00 and $1080.00
respectively. Bush has been employed by the City since June 25, 1979 and
Kampa since July 20, 1979. City Clerk department personnel were granted
increases of $127.00 per month for the City Clerk and .75 and .50 per
hour for the deputy clerk and secretary. The request by police department
personnel to have shift reduced from 8Yz to 8 hours (Yz hour lunch period)
will receive council study. The many calls and interruptions during
a lunch break were cited as the basis for the request.
Maintenance Department: Dick Taufen presented information relating to street sign
needs. other maintenance problems were reviewed.
Legal Seminar: A motion was made by Reber seconded by Husen to approve payment of
a $50.00 re-imbursement fee to city attorney for attendance at legal
seminar in Minneapolis.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Police Reports: Police Chief Lorentz presented the 1979 Police department reports
relating to: incidents, traffic, other violations and data.
Regulatory Signs: An inventory of regulatory traffic signs was examined and
replacement needs are being evaluated.
Ball Park Fencing: Updated information and cost data to be obtained regarding
baseball park fencing.
Planning Report: Commission currently preparing update of Zoning and sub division
platting ordinances. The group is also in the process of studying
business district expansion possibilities.
Mayor Report: Mayor Weyrens reported on matters relating to tri-county solid waste
removal. Stearns County has indicated it will move foward on this matter
without the assistance of Benton or Sherburne Counties, if necessary.
Adjournment: A motion to adjourn was made at 12:25 a.m.
