Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in special session on Thursday, February 21, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Bud Reber, steve Dehler; I
Clerk Bob Johnson. Absent: Councilmen Herman Schneider (illness in
family), Mike Husen (hospitalized).
Others Present: Tom Murray, CPA, Marlin Boeckmann, CPA, and Rob Evans, Murray
Audit firm accountant. The audit team presented a complete report and
review of the City Audit. Tom Murray also presented information re-
lating to state law changes in Municipal reporting. Marlin Boeckmann,
CPA, indicated the City was in good financial condition. Boeckmann also
stated he regrets the volume of work required under the new law.
Questions of the Council were answered and reviewed by the Audit team.
Mike Loso, Fire Chief: Mike Loso, Fire Chief, requested approval to send four men
to Brainerd on March 1 and 2 to a State sectional Fire School. Estimated
cost placed at $327.00. The request was approved on motion by Reber
seconded by Dehler.

Nayes: None Motion carried.
Minutes Approved: A motion was made by Dehler seconded by Reber to approve minutes
of January 24-31, 1980.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.
Planning Commission Appointment: A motion was made by Reber seconded by Dehler
to approve the appointment of Sr. Kathleen Kalin~ki to the City Planning I
Commission to assume the vacated position of Virgil Lodermeier.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.
Final Budget: A motion was made by Dehler seconded by Reber to approve the final
general operating budget for 1980 as presented by City Clerk.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.
Clerk Institute III: A motion was made by Reber seconded by Dehler to approve
City Clerk attendance at Institute III at University of Minnesota in
April.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.
Civil Defense Director: A motion by Dehler seconded by Reber to approve Art Reber
attendance at a Natural Disaster Conference in Minneapolis March 14, 1980.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.
Election Judges: A motion was made by Reber seconded by Dehler to approve the
following election judges for February 22, 1980 election:
Ann Zwack, Rose M. Schneider, Marlene Maleska, Laurie Terwey, Lee
Lindskog. Roman Zwack, Herman Schneider, Ben Kremer, Pat Zahler, I
Ida M. Johnson, Bob Johnson.
Letter from Student: A letter from Apollo High School student Dave Loso indicated
he had found the council meeting of February 17, 1980 very interesting
as an observer.

Swim Program: A motion was made by Reber seconded by Dehler to approve City
participation in summer swim program at st. Ben's pool.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.

Minutes Approved: A motion was made by Reber seconded by Dehler to approve minutes
of February 7, 1980.

4-Man Board: Report by Weyrens - Orderly Annexation Board. Some development plans
outside city cited.
st. Cloud Township development plans examined.
stearns League meeting - four citizens attending. League to develop
interest in membership.
Ball Park Fencing: $2816.85 estimated cost (Sears).
A motion was made by Reber seconded by Dehler to approve fence install-
ation at the baseball park.
Ayes: Weyrens, Reber, Dehler.
Nayes: None Motion carried.
Baseball club has agreed to contribute $200.00 toward the installation.
Motor Grader Inspection: Mayor reported on used motor grader inspection and trial.
Maintenance Supt. also reported on used motor grader examination. The
unit has been priced at $5,000.00 - 1951 model. Council has postponed
action for this year on the motor grader question.
Ball Park Gate: Memorial Park gate being repaired by city employees - reported by
Maintenance Superintendent Taufen.
Dram Shop Insurance: Coverage for all civic or other operations in city relating to
the need for dram shop insurance was reviewed.
Adjournment: A motion was made by Reber seconded by Dehler to adjourn at 11:20 p.m.
