Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in regular session on Thursday, March 6, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, I
steve Dehler and Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo.
Attorney Tom Jovanovich arrived at 8:00 p.m.
others Present: Ed Kacures - Police Chief Lorentz - 9:00 p.m.
Treasurer Report: Leo Sadlo, treasurer, presented the monthly fund report. Fire
reserve investment policy reviewed. To be included in the City 30-day
investment program.
A motion was made by Schneider seconded by Reber to approve treasurer
report as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bill Presented: A motion was made by Husen seconded by Reber to pay bills as
presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Housing Rental Ordinance Reviewed: Council to further study housing rental
ordinance prior to adoption.
Carley Agreement Plant Project: Further study of agreement to be made - Attorney
to prepare updated agreement.
st. Ben's Entrance Project: City Attorney Jovanovich presented a City/Developer I
agreement for st. Ben's entrance and street upgrading project.
Resolution: The following Resolution was approved on motion by Reber seconded by
Dehler.
WHEREAS, the Developer has made application to the City Council for the
bituminous paving and installation of concrete curb and gutter on Third
Avenue Southwest from Minnesota street South to the property line of the
College of st. Benedicts,
WHEREAS, the City Council on March 6, 1980, has granted approval for the
bituminous paving and installation of concrete curb and gutter on Third
Avenue southwest from Minnesota Street South to the property line of the
College of st. Benedicts, on the condition that the Developer enter into
this Agreement to provide for the installation of bituminous street and
concrete curb and gutter, and other improvements hereinafter described
on the terms and conditions hereinafter set forth.
NOW, THEREFORE, in consideration of the premises and of the mutual
promises and conditions hereinafter contained, it is hereby agreed as
follows:

Police Advisory - Interviews: Ed Kacures, Police Advisory Board representative,
presented a report of police officer candidate interviews. Candidates
listed were:

1. Gary Lambert (98.2)
2. Patrick Murphy (96.4)
3. Dennis Hildren (86.8)
Recommendation: Police Advisory Board recommended Council appoint Gary Lambert
or Patrick Murphy as a City police officer. '
Motion of Appointment: A motion was made by Schneider seconded by Husen to approve
the appointment of Gary Lambert to the position of City police officer.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Police Chief Conference: A motion was made by Husen seconded by Dehler to approve
the Chief's attendance at the annual Chief's Conference on March 24-25-26
in Brooklyn Park, Minnesota.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Mayor Report: Mayor Weyrens reported several bar owners had agreed to assume the
cost of a special deputy for police duty during the st. Pat's Day parade
March 16 at 1:30 p.m. Regulations and parade conduct were reviewed in
a discussion between school representatives, bar owners, Police Chief
and Mayor.
Day Care Center Inspections: The new day care center on 2nd Avenue Northeast received
State Health Department, local fire and building inspector inspections.
Baseball Park Fence: A motion was made by Reber seconded by Husen to approve bid
on baseball park fencing that includes nine gauge wire in the amount of
$3,192.90. The baseball club contributed $200.00 toward the fence project.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Engineer Bettendorf: Engineer Bettendorf presented final plans on st. Benedicts
proposed new entrance project on 3rd Avenue Southwest and Minnesota street
West. Completion date scheduled for June 1, 1980.
Motion of Approval: A motion was made by schneider seconded by Reber to approve
the st. Ben's plan as presented by Engineer Bettendorf.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Seal Coating Proposal: City seal coating project 1980 has been scheduled to start
after July 4th. 30 day completion time. Pea rock or granite question
reviewed. Ad for bids scheduled for March 14 and 21. Bid opening at
2:00 p.m. on April 2. Council bid acceptance scheduled for April 10, 1980.
Wastewater Flow study: Engineer Bettendorf presented preliminary wastewater flow
study information. Council to review material.
Maintenance Superintendent Report: Maintenance Supt. Dick Taufen reported west
bound highway flasher damaged by truck. Repairs are being made.
Water Meters: Taufen presented information relating to water meters - requested
Council consider meter change.
Planning Report: Kramer Enterprises presented plat for single family housing con-
struction for area north of R.R. - sewer and water study necessary.
966 Fast food interest reportedly looking for site.
Commission also reviewing Zoning and subdivision Ordinance updating.
Downtown parking needs also under study.
Adjournment: A motion to adjourn was made by schneider seconded by Reber to
adjourn at 12:15 a.m.
