Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in regular session on Thursday, March 20, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; Clerk Bob Johnson.
others Present: Mike Loso, Fire Chief, reported Fire Department new tanker in
operation. Question of purchase of Fire Department drop tank to be
re-examined for a 1980 budget expenditure after Fire Board and st.
Joseph Township have received and examined request.
Minutes Approved: A motion was made by Dehler seconded by Schneider to approve
the minutes of February 21, 1980 with minor typographical errors
corrected.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A motion was made by Husen seconded by Reber to approve the minutes
of March 6, 1980 with the addition of "in downtown area" as a location
for a proposed fast food restaurant site.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Well #2 Cleaning & Surging: A motion was made by Reber seconded by Husen to
approve inspection and cleaning of Well No. 2 by Al Donabauer this
summer. Total cost not to exceed $1,200.00.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Police Report: Police Chief Lorentz presented the monthly police report. Lorentz
also reported the department inventory contained an extra hand gun, a
38 model 10. Council advised Chief Lorentz to retain weapon in the
department inventory.
Informal Hearing: The Council held an informal hearing and listened to testimony
presented by a person involving a dispute with a city police officer.
The Council heard testimony presented by both parties involved in the
incident. No action was taken by the Council. The person directly
involved was not present and reportedly was now working out of state.
Proposed pistol Range: A copy of a newly proposed 'pistol practice firing range
was presented by Chief Lorentz.
st. Patrick Day Parade: Police Chief Bill Lorentz presented a report on the
recent st. Patrick Day parade. Lorentz reported many incidents and
a poor parade was staged on Sunday, March 16, 1980. Chief Lorentz
recommended discontinuance of the parade. Chairman of parade to be
informed of disappointment with student actions and conduct on st.
Patrick's Day 1980.
JC Representatives: J.C. representatives were present regards the staging of the
annual 'Spring Fling' affair sometime in May. The practice of fencing
around bar stand area was reviewed. Problems of past celebrations were
discussed. J.C. 's reported ID checking was no problem but fencing
presented a great handicap to the operation. The problem of controlling
under age persons drinking was cited as the p~imary reason for the
fencing requirement. The J.C. group was instructed to meet with the
Police Chief to determine necessary actions and controls to insure a
safe, legal and profitable celebration.

Police Advisory Board: Gerald Derr, Chairman of the Police Advisory Board,
appeared before the Council regards Police Department salary schedule.
The Board recommended a graduated pay scale.
Population Resolution: On motion by Husen seconded by Dehler the Council passed
a resolution adopting the population of 3275, as estimated by the
state Demographers office as of January 1, 1980, for calculation of
local government aids.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes; None Motion carried.
Township Request: A motion was made by Reber seconded by Schneider to instruct
Clerk to reply to To\V-n Board request for City Hall rental. Copy of
letter placed on file.
Thank You Note: The Council acknowledged receipt of a thank you note of remem-
brance during the recent illness of Mrs. Herman Schneider.
Park Board Meeting: Council representative on the City Park Board reported
Board will meet Tuesday, March 25, 1980.
Planning Report: Councilman Husen reported Planning Commission reviewing first
draft of zoning Ordinance. Commission also examining junk yard-non
conforming use period - 5 years after annexation being considered as
deadline. Parking problems and requirements in business areas also
reviewed. Reportedly Commission has a great deal of work remaining
prior to final Zoning Ordinance updating completion and adoption.
Variance hearing for Forsythe food service has been scheduled for
April 7, 1980 at 7:30 p.m.
APO Report: Mayor Weyrens presented an APO report. The Mayor also presented
information relating to historical slide presentation of the City and
the establishment of a local historical committee to activate programs
in cooperation with the stearns County Historical Society.
Adjournment: A motion was made to adjourn at 11:25 p.m.
