Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, April 24, 1980 at 7:30 p.m. in ci ty Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen; Clerk Bob Johnson.
Others Present: Police Chief Bill Lorentz.
Park Policies Reviewed: Beer party and park policies were reviewed. A motion
was made by Reber seconded by Schneider to require a deposit of $25.00
to $100.00 for use of Millstream Park by an unorganized group for beer
parties. Supervision shall be by the City Police Department.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Open Meeting Law: City Attorney Jovanovich presented a review of open meeting
law requirements.
Dram Shop Insurance: A motion was made by Schneider seconded by Reber to require
dram shop insurance for the sale of intoxicating and non-intoxicating
liquor on city property.
Voting for the motion: Schneider, Reber, Husen, Weyrens.
Voting against motion: Dehler Motion carried.
Beer License Applications: A motion was made by Husen seconded by Reber to approve
beer licenses for Recreational Association and Baseball Joes. Licensee
will be subject to the requirement of obtaining dram shop insurance after
the City Council meeting of May 8, 1980; at which time the City will
determine the amount of dram shop insurance coverage required. I
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Beer Application of Dick Battig: The non-intoxicating beer license application
of Richard Battig was approved on motion by Schneider seconded by Husen;
on condition city check on the applicant proves favorable.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Clerk Institute III: A motion was made by Reber seconded by Husen to approve
40 hourcomp time compensation for City Clerk attendance at Clerk Insti-
tute III at University of Minnesota.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Workshop Attendance: A motion was made by Schneider seconded by Reber to approve
attendance of Clerk and Engineer at a workshop in st. Paul on May 21.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Liquor Applications: Sal's Bar - Diane Schneider; st. Joseph Liquor Shoppe -
Dave Hollander; Midway Bar - Art Lamprecht, were present to obtain
liquor applications and discuss bar operations. LaPlayette represen-
tation requested to be excused as officers of the corporation were I
out of town. Absent were: EI Paso Club and Legion Club.
Police Chief Lorentz reviewed liquor policies and ordinance requirements
relating to late sales - concern about 1:20 a.m. closing and clearance
of patrons was expressed.

Keg Sales: Keg requests: One keg per pèrson suggested by Chief Lorentz.
Question of bar owner liability relating to number of kegs sold per
person raised. Clerk to request information from Liquor Commissioner's
office.
I Fire Hazards: Fire and health hazards in over-crowded bars cited. Fire code
examination and fire marshal controls to be reviewed.
Juveniles in Bars: Juveniles in bar - complaints received by Chief Lorentz. The
question to receive further Council study.
House Renter: A motion was made by Reber seconded by Schneider to approve a credit
of $240.00 on house painting of city rental unit in Millstream Park.
Future improvements must have prior Council approval.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Letter to Employees: A motion was made by Schneider seconded by Husen to approve
letter to employees regards agenda.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Well No. 2 Report: Councilman Schneider reported on recent Well No. 2 upgrading
by Donabauer Well Drilling.
Park Board Meeting: Park Board meeting report presented by Councilman Reber.
Harvey Notch reportedly has resigned from Park Board.
Park Board Application: A motion was made by Reber seconded by Husen to approve
I an application for a continuing Lawcon grant for Millstream Park's
5-year improvement plan.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
pistol Range: A proposed 25 yard pistol firing range was approved by the Park
Board and recommended to the City Council for installation at the north-
east corner of Millstream Park. The Council decided to examine area
prior to making a commitment of approval.
Planning Commission Report: Planning Commission matters were reported by Council-
man Husen:
1) The Commission was reviewing a draft of the proposed Zoning Ordinance.
2) Defining agricultural zones and specifying types of agricultural
uses. Eliminated the keeping of livestock.
3) May 5 - public hearing scheduled on re-zoning of Cloverdale
Estates 2nd Addition.
Summer Youth Work Program: A motion was made by Husen seconded by Dehler to approve
a request for 9 Tri-Cap program summer youth employment positions; for
32 weeks at $3.10 per hour; 4 days at 7 hours and 4 hours on Friday a.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I Street Lighting: Additional street lighting for 7th and 9th Avenue South East on
Minnesota Street East will be considered after Stearns Electric has com-
pleted a survey of their service area.

~ ð LJ.: James and Don Landwehr Presented Plat: James and Don Landwehr of Landmark Realty
presented a proposed subdivision plat of the former Scherer farm located
east of Whispering Pines. plans call for commercial and residential
development.
Cloverdale Estates: A motion was made by Reber seconded by Husen that front yard I
set backs will be 50' from curb to garage for the five townhouses
proposed for construction by Avon Lumber on 9th Avenue South East.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes Approved: A motion was made by Dehler seconded by Schneider to approve
the minutes of March 20 and April 10, 1980.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None :'!otion carried.
Historical Project: Historical project for City in planning stage - persons to
be contacted to initiate program.
Day Care Center: Surfacing to curb line on 2nd Avenue North East approved.
Parking area behind housing unit to be surfaced for employee parking.
Adjournment: The Council meeting adjourned at 11:56 p.m.
