Pursuant to due call and notice thereof, the City Council of the City of st. Joseph
met in regular session on Thursday, May 8, 1980, in City Hall at 7:30 p.m.
I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
steve Dehler, Mike Husen. City Clerk, Bob Johnson. City Treasurer, Leo
Sadlo.
Treasurer Report: City Treasurer Leo Sadlo presented the monthly fund report.
A motion was made by schneider seconded by Dehler to approve the
treasurer report as presented.
Ayes: Weyrens, Schnieder, Reber, Dehler, Husen.
Nayes: None Motion carried.
Curb & Gutter Question: Curb and gutter installation in areas of the City reviewed.
Sadlo, Martin pfannenstein and Hugo Weyrens were reportedly going to
submit petition for curb and gutter or plain curb installation.
Bills Paid: A motion was made by Schneider seconded by Reber to pay bills as
presented with exception of pharmacy billing.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Lumber Mill Operation: Lumber Mill noise complaints - night operation - reviewed.
Ordinance re-examined by Council and City Attorney.
EI Paso Sewer Line: The EI Paso sanitary sewer line and man-hole change was
reviewed by the Council. A meeting of attorneys was reportedly held.
The cost-responsibility of moving the line and man-hole to permit
additional construction at the EI Paso Club & Lanes, Inc. was also
examined. The Council has submitted a request of the firm's building
plans.
Personnel Policy: A motion was made by Reber seconded by Schneider to approve a
personnel policy as presented with the changes incorporated by the Council.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Dram Shop Insurance: A motion was made by Dehler to require the minimum of $100,000
coverage per person for dram shop insurance for sales of beer or intoxi-
cating liquor sales on City property. There was no second to the motion.
A motion was made by Reber seconded by Husen to approve the requirements
of dram shop insurance in the amount of $250,000 per person, $300,000 per
occurance, $300,000 aggregate for sale of 3.2 beer or intoxicating liquor
on City property.
Voting for the motion: Schneider, Reber, Husen, Weyrens.
voting against motion: Dehler Motion carried 4 - 1.
Softball Park Signing: A Recreational Assn. request has been receivea to place a
4 x 4 sign at entrance to the softball parks prohibiting persons from
bringing beer, wine or intoxicating liquor into the Millstream softball
parks. The question will receive city attorney review.
Highway #75 Flashers: Approval of the City participation in the project to upgrade
County Highway #75 flashers at the intersection of County Road #2 has
been delayed to allow further consultation with County Commissioners
relating to cost apportionment. The county has indicated its policy has

'--' " been a 1/3 county - 2/3 city apportionment on this tJ~e of improvement.
The low bid was reported at $5,800.00.
st. Ben's Service Dock: A motion was made by Husen seconded by Schneider to
approve a curb cut for a dock installation at st. Benedicts Convent off I
College Avenue South.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Millstream Seeding: A motion was made by Reber seconded by Dehler to approve the
low quote of st. Joseph Plumbing for grass seed for area in Millstream
Park.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Ìllotion carried.
A-95 Review: A motion was made by Dehler seconded by Husen to instruct the City

City Clerk Certification: A motion was made by Dehler seconded by Husen to approve
payment of $50.00 in fees for International and state Municipal Clerk
certification.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Planning Meeting Report: Councilman Husen presented a report on current Planning
Commission íwrk - the re-zoning action of Cloverdale Estates 2nd Addn.
as set forth in the hearing minutes of the Commission, held on May 5,
1980. A special meeting has been scheduled by the Commission for May
19 to re-draft a zoning ordinance - use permits - Rl - R2, etc.
Hiring Part-time Summer: A motion was made by Reber seconded by schneider to
approve hiring Albert Schloemer for park maintenance for a period of
10 weeks - 2 days per week - starting the week of May 12, 1980 at
minimum compensation. Schedule to be coordinated with maintenance
superintendant.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Conference: A motion was made by Husen seconded by Reber to approve attend-
ance of two men at the state Fire Convention in st. Cloud June 19-20-21.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Dept. Purchase Approval: A motion by Husen seconded by Reber to approve
fire department purchase of drop tank for water tanker use - estimated
cost of $535.00 - cost shared \áth Township.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
pistol Range: A motion was made by Husen seconded by Schneider to approve a
pistol firing range installation in northeast corner of Millstream Park.
Voting for motion: schneider, Husen.
Voting against motion: Reber, Weyrens. Motion carried 3-2.

Pursuant to due call and notice thereof the Board of Review met in City Hall at
7:00 p.m. on Thursday, May 15, 1980.
I Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Steve Dehler,
Mike Husen; Clerk Bob Johnson; Assessor Ollie Lesnick; County Assessor
Junie Weisbrich. (Absent: Councilman Bud Reber - out of City.)
Others Present: Mr. and Mrs. Art Lamprecht, Mr. and Mrs. Art Reber.
Commercial Property Assessment: Art Lamprecht requested information regards the
increased market value of his place of business. (Midway Bar).
Assessor Lesnick provided explanation of new addition to Midway and
resulting increase in value. Question of homestead classification
also raised by Lamprecht.
Assessment Question: Art Reber presented a request for a review of his rental
housing unit valuation. ($18,716 to $21,300). Assessor Lesnick
provided the information (10 to 15%) relating to non-homestead property
valuation.
Board of Review adjourned at 7:55 p.m.
