HomeMy WebLinkAbout1980 [05] May 15 178 Thursday, May 15, 1980 Public information meeting was held in st. Joseph Fire station on Thursday, May 15, 1980 at 8:00 p.m. Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, steve Dehler, I Mike Husen; Engineers Don Carley, steve Sandquist of the engineering firm of Milner Carley and Associates. (Absent: Councilman Bud Reber - out of City.) Others Present: st. Joseph Township: Fred Reber, Joe Bechtold, Norm Scherer, Mr. & Mrs. Jerry Rennie. City: Mr. & Mrs. Donald Schneider, Mr. & Mrs. John Kierzek, James Landwehr, Edward Kacures, Mrs. Ester Reischl, Mr. & Mrs. Arthur Hiemenz. LeSauk Township: Arnie Bechtold st. Cloud Township: Lester Case Don Carley, President of Carley Engineering presented a resume of the City's wastewater plant upgrading project that began in 1972. The project, a 3 step program, was ordered by the PCA in 1972 when the City entered into an agreement with PCA and EPA. The original plan called for a 8" force main to the Sauk River. After 90% of completion of Step 2, the plans and specs phase, the PCA stopped the program and questioned the present feasibility of the present design due to the City's growth. PCA and EPA are now interested in either a force main or gravity line to Waite Park, the Pan interceptor and finally to the st. cloud Wastewater Plant. Carley indicated this was an informational meeting regards force main or gravity line since the interest of st. Joseph Township was not I known at this time. The meeting was opened for questions from the general public present. Engineer Don Carley indicated the sizing of a gravity line would be approximately 33" with the force main at 10". Estimated cost for gravity: 2.1 million with the estimate for a force main placed at $750,000. Funding would be 90% federal. The Engineer also indicated revival of the former proposed st. Cloud sewer district would depend upon gravity line construction. Pumping stations can be added along a force main for additional connec- tions. The question of the impact ofA~cel .erated growth along a gravity line and a desire for greater control of growth was posed by a resident. Questions relating to user charges and assessments were raised but information of this type was not available at this time. Engineer Carley again indicated that the meeting tonight was an informational one to pass along to interested persons all the data available at this time. The Engineer also suggested the Townships involved study the matter further and provide a report of their objections and preferences. Johnson city Clerk May 15, 1980 979 The City Council met in special session on Thursday, May 15, 1980 at 9:25 p.m. in City Hall with the following members present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Steve Dehler, Mike Husen; Clerk Bob Johnson. (Absent: Council- I man Bud Reber - out of City.) Beer License Approved: A motion was made by Husen seconded by Schneider to approve beer license of J.C. 's for spring Fling on May 16-17 after confirmation and evidence of dram shop insurance was presented. Ayes: Weyrens, schneider, Dehler, Husen. Nayes: None Motion carried. Tree Removal: A motion was made by Schneider seconded by Dehler to approve removal of dead elms from Morningside Park by private parties with the following stipulations: 1) brush must be piled up. 2) wood is not to be brought into City until after october 15 unless wood has been debarked. 3) Forester to mark trees. 4) insurance and liability question to be resolved. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Clerk Workshop Attendance: A motion was made by Schneider seconded by Husen to approve the attendance of the City Clerk at a Hud sponsored conference at Brainerd Friday, May 16, 1980 along with Engineer Joe Bettendorf. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. I A motion was made by Dehler seconded by Husen to approve payment of mileage and meals statement submitted by City Clerk incurred the week of April 27 to May 2 while attending Clerks Institute III.
