Joseph met in regular session on Thursday, June 5, 1980 at 7:30 p.m. in City Hall. Members Present: Mayor Hugo B. Weyrens (8: 00 p. m. ) ; Councilmen: Herman Schneider, I steve Dehler, Mike Husen; Clerk Bob Johnson. (Absent: Councilman Bud Reber - working out of town.) Leo Sadlo, Treasurer. Treasurer Report: A motion was made by Dehler seconded by Husen to approve treasurer report as presented for month of May, 1980. Ayes: Schneider, Dehler, Husen. Nayes: None Motion carried. Bills Presented: A motion was made by Husen seconded by Dehler to pay bills as presented. Ayes: Schneider, Dehler, Husen. Nayes: None Motion carried. Insurance Seminar: A motion was made by Dehler seconded by Husen to approve Clerk attendance at insurance seminar in Brainerd on July 2, 1980. (League of Cities self insurance program.) Ayes: Schneider, Dehler, Husen. Nayes: None Motion carried. others Present: 8:00 p.m. - Attorney Tom Jovanovich, Dale Schneider, Police Chief Lorentz, Police Officers Randy Bush and Pat Murphy. Others: Wayne Terwey, Mel Klein. Attorney presented the revised Liquor Ordinance. Liquor Hearing: The liquor hearing of Dale Schneider, dba Sal's Liquor Lounge, I opened at 8:05 p.m. Chief Lorentz read the report of the alleged liquor violation occurring on May 18, 1980 involving the sale of strong beer off-sale on Sunday. City Attorney Jovanovich questioned arresting officer Randy Bush. Officer Bush reported his observation of the alleged violation and subsequent citation. Dale Schneider indicated he sells a large amount of 3.2 beer, was out of 3.2 beer by Sunday nite, and sold strong beer to subject in case. Schneider indicated he was . aware of City suspension policy adopted the 10th day of January, 1980. Liquor License Suspension: A motion was made by Schneider to suspend intoxicating liquor license of Dale schneider for one day, Monday, June 9, 1980, seconded by Husen. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Hearing Close: Motion was made by Husen seconded by Dehler to close hearing at 8:30 p.m. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Reported by Lorentz: Police Chief Lorentz reported the donation of a swing set by the Lions Club - ($785.00) - for Millstream Park. Requested approval of cement foundation for installation. Type of seat for swings examined. I A motion was made by Schneider seconded by Dehler to approve payment of concrete (1 yard) for swing installation. 983 Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. I Lorentz reported section of electrical system in Millstream Park camping area non-functioning - a short in system also reported. Power to be shut off until repairs can be made. CB Radio Mal-Functioning: CB radio in police car not working properly - reported by Lorentz. CB Radio Purchase: A motion was made by Husen seconded by Dehler to approve purchase of a new CB radio for police car. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Legal Matter: Attorney Jovanovich change in legal work was reported and reviewed. Tractor Problems: Dick Taufen reported tractor (Simplicity) having problems - (5th year) - cutting on hills cited as probable reason. Weed Cutter Purchase: A motion was made by Dehler seconded by Husen to approve purchase of weed cutter in the amount of $259.00 for maintenance department. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Alley Restoration: Final downtown alley surfacing project restoration will be reviewed by Engineer and Street Commissioner. I Curb Installation Petitions: Curb installation petitions were received from Leo Sadlo, Martin pfannenstein and Hugo Weyrens. Engineer to survey and stake project. Petition Approval: A motion was made by Schneider seconded by Husen to approve the petitions for curb and/or curb & gutter as presented and direct Engineer to provide necessary engineering data to complete project. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Summer Youth Job Program: The following applications were selected by lot for the youth summer job program: Mary Ann Hansen, Neil Loso, Ken Kroll, Joseph Due. Alternates: Robert Reisinger, Doug Schindler, Brian Lemke. Adjournment: A motion was made by Schneider seconded by Husen to adjourn at 11:15 p.m. Ayes: Weyrens, Schneider, Dehler, Husen.
