Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, July 10, 1980 at 7:30 p.m. in City Hall.
Members Present: Councilmen Herman Schneider, Mike Husen; Clerk Bob Johnson; I
Treasurer Leo Sadlo. (Absentees: Steve Dehler - 9:00 p.m.; Mayor Hugo
Weyrens - on vacation; Councilman Bud Reber - working in southern part
of state.)
Treasurer Report: Monthly treasurer report presented by City Treasµrer Leo Sadlo.
Motion by Husen seconded by Dehler to approve treasurer report as
presented.
Ayes: Schneider, Dehler, Husen.
Nayes: None Motion carried.
Attorney Jovanovich: Rental Housing Ordinance and Liquor Ordinance were tabled
for next meeting.
Tree Removal: Claims waiver document presented by attorney relating to removal
of dèceased trees from the City's Morningside Park. Release and Indem-
nity Agreement.
Carley Engineering Agreement: The agreement between Milner W. Carley and Asso-
ciates and the City of st. Joseph relating to amended Step 2 and Step 3,
Wastewater plant Project, was reportedly signed by all parties and
placed in the project file.
City Hall phone Change: The Com Key 416 phone system for the City Clerk's office
has been taken under consideration.
DDC First Meeting: Councilman Schneider reported on the Downtown Development I
Commission's first meeting held June 30 at 7:30 p.m. Members of the
commlSSlon are: Al pfannenstein Jr., Hub Klein, James Landwehr, Mike
Ryan, Dave Pfannenstein, Bud Reber, Herman Schneider. The second Monday
of the month has been designated for meetings of the organization.
Bills: A motion was made by Dehler seconded by Husen to approve payment of bills
- as presented.
Ayes: Schneider, Dehler, Husen.
Nayes: None Motion carried.
Resolution of Intent to Purchase Property: A motion was made by Husen seconded
by Dehler to pass the following resolution:
Whereas, the City of st. Joseph desires to purchase real property which
is adjacent to property presently owned by the City of st. Joseph with a street
address of 21 First Avenue Northwest, and legally described as follows:
North 65 feet of Lots Eleven (11) and Twelve (12, Block Eight (8) ,
in the Original Townsite (Now City) of st. Joseph, Stearns County,
Minnesota.
Whereas, M.S. 412.221 requires that when the contract price of property
to be purchased by a Contract for Deed exceeds one percent ( 1%) of the assessed
evaluation of the City, the City may not enter into such a contract for at least I
ten (10) days after publication in the official newspaper of a council resolution
determining to purchase property by such contract.

Now, therefore, be it resolved by the City Council of st. Joseph, stearns
County, Minnesota:
1. That the City of st. Joseph intends to purchase the above-described
property for a purchase price of Sixty-five Thousand Five Hundred and 00/100 Dollars
($65,500.00) on a Contract for Deed which shall not exceed five (5) years.
2. That the City of st. Joseph will not enter into said contract if
within ten (10) days after publication of this notice a Petition asking for an
election on the proposition signed by voters equal to ten percent (10%) of the
number of voters at the last regular city election is filed with the city Clerk.
Passed by the st. Joseph City Council on the 10th day of July, 1980.
Tree Removal Agreement: A motion was made by Husen seconded by Dehler to approve
execution of the Release and Indemnity Agreement relating to the removal
of deceased trees from Morningside Park.
Ayes: Schneider, Dehler, Husen.
Nayes: None Motion carried.
Wastewater plant Gas Conversion: A motion was made by Dehler seconded by Husen
to accept Schneider's recommendation of the quote submitted by Granite
city Heating to convert the Wastewater Plant furnace to gas.
Ayes: Schneider, Dehler, Husen.
Nayes: None Motion carried.
Planning Report: Councilman Husen reported a League of Minnesota Cities consultant
will attend a Joint Planning Commission and City Council meeting in the
near future. The Commission is giving attention to dO~TIto~TI development
and completion of a new zoning and Sub-Division Ordinance.
Adjournment: A motion was made by Husen seconded by Dehler to adjourn at 10:00 p.m.
Ayes: Schneider, Dehler, Husen.
Nayes: None Motion carried.
