Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in special session on Thursday, July 24, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Steve Dehler, I
Mike Husen; Secretary Laurie Terwey. (Absent: Councilman Bud Reber -
working out of town; Clerk Bob Johnson - vacation.)
others Present: Wendy Schoen and Jack Olsen; Attorney Tom Jovanovich (8:00 p.m.).
Wendy Schoen & Jack Olsen: Concerning removal of curbing to install driveway.
They would like to do the work themselves if possible. Question of
whether a private party would need to have the liability insurance
and $500.00 bond required in the Excavation Ordinance. Also problem
of installing driveway entrance to meet city specifications.
City Attorney: Attorney Jovanovich stated that in his opinion the couple would
need to have the liability insurance and the $500.00 bond. Homeowners
insurance does not cover on city property so they would have to obtain
additional insurance coverage. Hiring a contractor would probably be
the best solution.
Question of whether a contractor needs an excavation permit to work
on city property if he is already a licensed contractor with the City.
Attorney Jovanovich suggested he should also have the excavation permit
to protect the City.
Rental Ordinance: Council reviewed the proposed City Rental Ordinance. No
problems were cited. I
A motion was made by Schneider seconded by Husen to approve the Rental
Housing Ordinance.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Rental Housing Ordinance will go into effect February 1, 1981.
Liquor Ordinance: Discussion on new city Liquor Ordinance. Question of whether
clubs should have to pay the same license fee as other liquor licensees.
Attorney to check on this and get together with City Clerk to draft
letter to bar owners concerning minors in bars.
Saw Mill Operation: Noise problem from sawmill at night. Noise Ordinance reviewed
to determine if sawmill is in violation. Mayor will speak to owner to
try to find a solution.
City Insurance: Minnesota Second Injury Law pertaining to employment of persons
who have a physical or mental impairment was discussed. Also reviewed
was city self insurance program.
Property Purchase: Council discussed sidewalk in poor condition in front of
Attorney Jovanovich office. The City intends to purchase this property.
A motion was made by Husen seconded by Dehler to approve a $500.00 I
reduction in purchase price of the property to aid in replacement of
the sidewalk.
Ayes: Weyrens, schneider, Dehler, Husen.

Resolution: In the event that there are not sufficient signatures requesting
a referendum on the purchase of the North 65 feet of Lots Eleven (11)
and Twelve (12), Block Eight (8) , in the Original Townsite (Now City)
of st. Joseph, stearns County, Minnesota, owned by Thomas Jovanovich,
- the City of st. Joseph hereby resolves to purchase the above described
property on a contract for deed for $65,000.00 according to the terms
of the purchase agreement.
A motion was made by Husen seconded by Schneider to approve the above
resolution.
Ayes: Weyrens, schneider, Dehler, Husen.
Nayes: None Motion carried.
Approval of Minutes: A motion was made by Dehler seconded by Husen to approve
minutes of June 19 and July 10, 1980 Council meetings as presented.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
APO Technical Advisory Committee: A motion was made by Husen seconded by Schneider
to appoint Dick Taufen as Street Superintendant to the APO Technical
Advisory Committee.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Park Board: Meeting set up for Tuesday, July 29, to discuss Park Board matters
with Mayor Weyrens.
A motion was made by Husen seconded by Dehler to appoint Laurie Terwey
as a Park Board member.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Patrol Car - Maint. Truck: A motion was made by Husen seconded by Schneider to
store police patrol car and maintenance truck in new city garage during
off duty hours effective August 1, 1980.
Ayes: Weyrens, schneider, Dehler, Husen.
Nayes: None Motion carried.
Seal Coating: Mayor Weyrens to check into future seal coating projects to see
if anything can be done to prevent the tar from being sprayed on the
curbing.
Metro Bus Service: Mayor checking into bus service information for st. Joseph.
He suggested sending a survey to city residents.
1981 Budget: Department heads are working on their budget requests. Councilmen
Schneider and Husen will start working on salary negotiation ideas.
Region Fire Meeting: Mayor reported on new OSHA standards - might require replace-
ment uniforms for Fire Department.
Ball Park Fence: City Clerk to check if installation is done properly.
Office phone System: A motion was made by Dehler seconded by Husen to approve a
new two-line office phone system for City Clerk's office.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.

Planning Report: Mike Husen reported next Planning Commission meeting will be -
August 4, 1980.
APO Report: Area Planning Organization fee will increase 8% next year.
Adjournment: A motion was made by Dehler seconded by Schneider to adjourn at
10:35 p.m.
