Joseph met in regular session on Thursday, August 7, 1980 at 7:30 p.m. in City Hall. I Members Present: Mayor Hugo B. Weyrens (7:45 p.m.); Councilmen Herman Schneider, steve Dehler, Mike Husen. Absent: Councilman Bud Reber - working out of City. Clerk Bob Johnson, Treasurer Leo Sadlo. Meeting opened by Acting Mayor Schneider. Treasurer Report: A motion was made by Schneider seconded by Husen to approve treasurer Sadlo's monthly report as presented. Ayes: Schneider, Dehler, Husen. Nayes: None Motion carried. Bills: A motion was made by Husen seconded by Dehler to approve bills as presented. ~ Ayes: Schneider, Dehler, Husen. Nayes: None Motion carried. Housing Ordinance: Attorney Tom Jovanovich reported Housing Ordinance ready for publication. Noise Problem: Mayor reported meeting with the lumber mill operator regards noise problem during early morning hours. (10:00 p.m. to 7:00 a.m.) Noise Problem Notice: A motion was made by Schneider seconded by Husen to instruct attorney to dispatch a notice of complaint to the mill operator regards the operating during early morning hours. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. I Liquor Ordinance: Attorney presented reasons for a complete revision of the original liquor license. Liquor licensees present were: Carol and Denny Tamm, Hazel and Art Lamprecht. Changes were reviewed. Loitering on streets in front of business places was reported as severe problem. Veterans organization club license fee increase to receive further study. Law change allows maximum of $300.00. Fees to be acted upon at next meeting, August 21, 1980. Cloverdale Townhouses Question: Attorney reviewed platting question of Cloverdale Townhouse project. No official re-platting of property has formally been held. EI Paso Sewer Line: Building plans were received by City Attorney and Engineer. Relocation of sewer line on EI Paso property discussed and reviewed. Cost estimate: $42,000 to 2nd Ave. NW - $19,000 on EI Paso property. Mainten8nce Supt.: Equipment damage reported. Weed cutting in parks discussed with Maintenance Superintendent. I College Avenue South center striping - off center by County to allow more space for west side parking. East side parking not permitted. Parking stripes in downtown area to be considered. qQ~ u V ,b.J Meters: A motion was made by Schneider seconded by Dehler to purchase Rockwell meters for city installations. ($49.95 Rockwell meter and reader.) Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. APO Meeting: Report on APO meeting attendance presented by Maint. Supt. Taufen. I (Transportation study.) Door Installation: A motion was made by Husen seconded by Schneider to approve installation of door at City Hall Annex. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Transfer of Funds: A motion was made by schneider seconded by Dehler to approve transfer of $5,000.00 from General Revenue to plant Operation and I Maintenance fund. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Planning Commission Report: 1 ) New type housing discussed with developer (patio type housin::>,). 2) Pedestrian walkway - east side - Cloverdale Townhouses. 6' mat - length of property with barricades. 3) Commission recommended Council approval. Walkway Approval: A motion was made by Husen to approve a 6' mat the le;-¡gth of property, seconded by Dehler. Location on Block 8 Lots 2---3, Cloverdale 2nd Addition. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None ;'!otion carried. Sign Variance Hearing: Variance hearing scheduled for September 8th at 7:30 p.m. to request sign installation at Cloverdale Townhouses on East Baker st. (24 square foot sign.) APO Meeting: Mayor attendance reported at APO meeting. Change of meeting nights reviewed. Metro Bus: MTC to send delegation to council meeting to discuss bus service to st. Joseph. August 21 - 7:30 p.m. - Metro representatives will be here. I Adjournment: A motion was made by schneider seconded by Husen to adjourn at midnight. Ayes: Weyrens, schneider, Dehler, Husen.
