Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in regular session on Thursday, September 4, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, steve Dehler, I
Mike Husen. (Absent: Bud Reber - òut of city.) Clerk, Bob Johnson.
Bills: A motion was made by Husen seconded by Dehler to approve bills as presented.

Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Speed Signs: School District 742 recommended posting of 20 mile per hour speed
limit signs around Kennedy Elementary. Council will contact County
Engineering regards speed signing.
Lyman Hull Operation: Lyman Hull was present regards noise complaints relating
to early morning operations of saw mill. Hull indicated he has placed
canvas covers over some equipment. Herb Schneider stated the 4:00 a.m.
or all night operation presented a serious noise problem for his family.
Hull indicated he would construct a solid sound barrier to muffle the
noise as much as possible.
Revenue Sharing Hearing
September 4, 1980 - 8:15 p.m.
Persons Present: There were 20 senior citizens present. Others present were:
Tom Nahan, Ray Brandenburger, Elmer Rakotz, Bill Lorentz, Jim Brown.
A review of the revenue sharing program was presented by City Clerk
Bob Johnson. Estimated alocation for 1981 remained at the same level I
as 1979 - when the City received $24,000. A resume of revenue sharing
receipts and expenditures since the 1972 program start were presented.
Sal Schneider, speaking for the senior citizen group, requested city
consider a meeting place for seniors to gather several times a month.
The Council indicated the section of City Hall (former maintenance shop)
would be renovated for City Council and other civic meetings in the near
future. The new meeting room would also be available to senior citizens.
In the mean time the seniors were informed they would be permitted to
use the present council meeting room.
1) The senior citizen group requested: $1,000.00 for tables, chairs,
coffee bar and $2,000.00 to be reserved for renovation.
2) Jim Brown requested $600.00 for the youth hockey program.
3) Ray Brandenburger, Parks Commission Chairman, requested a total of
$2,500.00 to be used for all city parks. Brandenburger invited
senior citizens to visit Millstream Park and enjoy the park facilities.
The Revenue Sharing hearing was adjourned on motion by Schneider seconded
by Husen at 9:05 p.m.

Council reconvened at 9:07 p.m. I
Engineer Bettendorf, Attorney Jovanovich: Engineer Bettendorf presented the final
report on the 1980 street seal coating project. Cracks will require

sealing and aggregate next spring. The engineer also indicated the
streets will wear well for the next 20 years. The Council expressed
concern over some oil spray over curbs during the seal coat project.
I Meetings: Present agreemenffi' wi th st. Benedicts were reviewed. The sanitary sewer
operation and wastewater flow data w~~~reviewed with engineer and attorney.
Council directed City Attorney to communicate- with the Attorney for
st. Benedicmregards sanitary sewer matters.
Hockey Group: Request from hockey group for yearly budget amount. Group to discuss
budget matters with st. Joseph and st. Wendel Townships. Group also
requested rink banking for pleasure rink in Kennedy area.
Local Aid Survey: A motion was made by Dehler seconded by Husen to agree to permit
the state to defer our November 15, 1980 state aid payment until January 15,
1981 at which time it will be paid in full in response to the League of
Minnesota cities survey dated August 29, 1980. The motion was amended by
Husen seconded by Dehler to direct City Clerk to attach a communication
to the survey requesting the Governor search for alternative means of
eleviating the state cash flow problem.

R-Kade Approval: A motion was made by Dehler seconded by Husen to approve licensing
of 10 amusement devices for the teen center R-Kade located in the former
post office building.
Ayes:Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Copy Machine: A motion was made by Schneider seconded by Husen to approve the
purchase of a used copy machine for Police Department for $1,300.00.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Seal Coating Retainage: A motion was made by Husen seconded by Dehler to approve
release of retainage in the amount of $665.00 to Batzer Construction on
seal coating project after receipt of tax document.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Downtown Association: A motion was made by Schneider to contribute $50.00 to
Downtown Association to defray mailing expenses, seconded by Husen.
Ayes: Schneider, Husen, Weyrens.
Abstaining: Dehler
Nayes: None Motion carried.
Mayor Report: Park Board - 1978 Millstream Park fund balance of $2,600.00 - to be
used for dredging and granite fines to complete grant project by Dec. 31, 1980.
APO Report: Mayor Weyrens reported st. Cloud Mayor Sam Huston presented a review of
the Twin cities area sewer district at the APO meeting earlier this evening.
Adjournment: A motion was made by Schneider seconded by Husen to adjourn at 12:00
midnight.
