Joseph met in regular session on Thursday, October 9, 1980 at 7:30 p.m. in City Hall. I Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Steve Dehler, Mike Husen. Clerk, Bob Johnson. Treasurer, Leo Sadlo. (Absent: Councilman Bud Reber - out of the City.) Treasurer Report: Leo Sadlo, City Treasurer, presented the monthly fund report. A motion was made by Schneider seconded by Husen to approve treasurer report ::as presented. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Bills: A motion was made by Dehler seconded by Husen to approve payment of bills - with the exception of No. 20, Eugene Ernst Products Company, site glass for sludge at Wastewater Plant. Ayes: Weyrens, schneider, Dehler, Husen. Nayes: None Motion carried. O. C. Dierkhising: Requested Council consider construction of a rest home in the south end of Memorial Park in the tennis court area - preferrably 100 to 150 apartments on four levels. The proposal included reversing the present baseball park layout placing home plate near the left field embankment. All services would be included in the apartment complex. The request also to contain a 99 year lease of the park property at $1.00 per year. Dierkhising to make all park changes. Council agreed to examine area with O.C. Dierkhising on Saturday, October 18 at 10:00 a.m. Certificate of need for such facility to be explored by Dierkhising. I Insurance Building Variance: A motion was made by Husen seconded by schneider to grant a parking variance, to st. Joseph Mutual Fire Insurance Company, as recommended by the Zoning Board of Appeals with the following stipulation attached: that design and lot requirements be reviewed by Planning Commission. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Hockey Group: Elmer Rakotz, Jim Brown and several other representatives of the hockey group were present requesting additional financial assistance for the coming season. Hockey group to ~btain 2 quotes on door replacement materials. Regional Meeting: A motion was made by Husen seconded by Schneider to approve Council members and Clerk attendance at the League of Cities Regional meeting in Waite Park on October 15, 1980. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. (Weyrens, Schneider, Husen, Johnson in attendance.) Wastewater & Water Schools: A motion was made by Dehler seconded by Husen to approve James Marthaler's attendance at a Wastewater Operator conference and Dick Taufen's attendance at a water conference in st. Cloud. I Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Nayes: None Motion carried. Judges Salary: A motion was made by Husen seconded by Dehler to increase election judges salary to 3.35 per hour. Ayes: Weyrens, Schneider, Dehler, Husen. Tax Levy for 1981: A motion was made by schneider seconded by Husen to approve the following tax levy for 1981 (tentative) : Revenue 81,500 Street Maintenance 5,000 Lights 12,000 Recreation 14,000 1961 Sanitary Se\ver 5,212 1965 street Imp. 410 1971 Water System 9,850 1972 Water-Sewer 2,285 1974-A Street Imp. 345 1976 RR & College Ave. 1,660 Ayes: Weyrens, Schneider, Dehler, Husen. Annexation Petition: A motion was made by Husen seconded by Dehler to approve the petition for annexation of Cold Spring Lumber Yard, Inc. for Lot 4, Blk 1, Frank Barnes Addn. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None ;'Iotion carried. Fire Extinguishers: A motion was made by Husen seconded by Schneider to approve purchase of 3 fire extinguishers and other incidental fire items necessary for the City Hall Annex building. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Minutes Approved: A motion ,vas made by Schneider seconded by Dehler to approve minutes of September 4 and 11, 1980 as presented. Ayes: Weyrens, Schneider, Dehler, Husen. Nayes: None Motion carried. Planning Report: Council representative Mike Husen reported the Planning Commission I reviewed the second half of a proposed updated City Sub-Division Regula- tion Ordinance. The first revised copy of the new Zoning Ordinance will receive Commission attention in November. The City Council will receive copies prior to the meeting. Dates to be set at the November 3 meeting. Traffic Control Signs: A motion was made by Dehler seconded by Husen to 1003 purchase 12 stop signs and 30 posts as recommended by the street Commissioner for additional traffic control around the City. Ayes: Weyrens, Schneider, Dehler, Husen. I Nayes: None Motion carried. Park Ordinance: The Council received a copy of the proposed parks ordinance for reVlew. Volleyball Court: A request for installation of a volleyball court in Millstream Park was submitted by the Park Board for Council consideration. Mayor Report: Mayor Weyrens reported or. the following: Hull construction of sound barrier to reduce noise problem at saw mill operation. Court cases were reviewed and pertinent information was presented by Mayor Weyrens. Adjournment: Motion to adjourn by Schneider seconded by Dehler at 12:00 midnight.
