Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, October 30, 1980 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, ~ª RcboF, I
steve Dehler, Mike Husen. Clerk Bob Johnson.

----- Others Present: Fire Chief Loso presented two new memberships to the Community
Fire Department.
A motion was made by schneider seconded by Husen to approve the
applications of Joseph J. Ziebøl, age 23, 118 - 5th Ave. S. E. and
Da,n Scherer, Route 2, st. Joseph.

Medical Exams: A motion was made by Dehler seconded by Schneider to direct
City Clerk to contact W.C. insurance trust relating to Fire Department
personnel medical checks.

Fire Cheif reported a leak in fire ladder hydraulic system - not
considered a serious problem.
Park Property: Attorney presented information on park property sale.
City Attorney aslo recommended obtaining an Attorney General opinion
regards park property sale. Council approved.
Cloverdale Re-plat Hearing Opened at 8:00 p.m. I
Others Present: James Landwehr, Landmark Realty, was present for public hearing
on replatting of Lot 1, Lot 2, Lot 3 and Lot 4, Block 4, Cloverdale
Estates Second Addition to Cloverdale Townhouse Addition.
A motion was made by Husen seconded by Schneider to approve the
replatting as described above and requested.

A motion was made by Dehler seconded by Husen to instruct City Attorney
to investigate legal implications of leasing park property for housing
f~:>r the elderly.

A motion was made by Dehler seconded by Schneider to install snow fence
along ditch located in Millstream Park to protect snowmobilers from
accidentally crossing ditch (located west and south of softball park No.1).

Liquor Violations: Two liquor violations were reported by City Attorney. Hearings a
to be scheduled for December 4, 1980 at 8:00 p.m.
Assessment Certifications: A motion was made by Dehler seconded by Husen to
approve certification of Special Assessment No. 14 for Alfred zimmer,

Lot 3, Block 1, Floyd Barnes Addition and for Randall Bush, Lot 2, Block 1,
Floyd Barnes Addition.

Police Vehicle Tires: A motion was made by Schneider seconded by Husen to approve
purchase of tires for police car. (Two regular and two snow - cost: $237.00.)

Hockey Rink Warming House: A motion was made by Schneider seconded by Husen to
approve hockey rink warming house door improvement at the low quote of

Resolution: Employee Safety: A motion was made by Husen seconded by Dehler to
approve a resolution on employee safety as recommended by the City's
Workman's Comp self-insurance company. (Copy of resolution filed in
Resolutions Book #1.)

A-95 Review: A motion was made by Husen seconded by Dehler to submit favorable
comment to the Regional Development Commission office regards APO
application for federal funds for the 1981-1985 Transportation Improvement
Program for the st. Cloud urbaDized area.

Purchases Approved: A motion was made by Schneider seconded by Husen to approve
purchase of a 3' x 6' table and a map cabinet for City Clerk's department.

Wastewater Seminar: A motion was made by Schneider seconded by Husen to approve
John Kierzek's attendance at a Wastewater plant seminar in st. Cloud.

Minutes Approved: Minutes of October 9, 1980 were approved on motion by Dehler
seconded by Husen.

Spring Fling-Octoberfest~ A motion was made by Dehler seconded by Husen that since
space is no longer available in Centennial Park, the Spring Fling and
Octoberfest celebrations may operate within the Millstream Park area.

Volleyball Court: A motion was made by Husen seconded by Dehler to approve plan
and site selection for a volleyball court in Millstream Park.

Truck Body Fund: A motion was made by Dehler seconded by Schneider to approve
purchase of truck bodies at $75.00.

Granite Fines Purchase: On motion by Husen seconded by Dehler the Council approved
purchase of $1000.00 of grmi te fines for Millstream Park. The expendi-
ture will be from the Millstream Park grant fund.

picnic Grill Installations: A motion was made by Dehler seconded by Husen to
approve the installation of hm large and 2 small picnic grills in the
Lion's shelter area and four small grills in the campgrounds site in
Millstream Park.

Swing Set Installation: A motion was made by Schneider seconded by Husen to
approve the installation of a swing set donated by the J.C. 's, ln
Cloverdale Mini Tot park.

APO: An APO report ¡vas presented by Mayor Weyrens containing:
