Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, November 6, 1980 at 7:30 p.m. in City Hall.
I Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo.
Treasurer's Report: Leo Sadlo, City Treasurer, presented the monthly fund and
investment report. Approved on m9tion by Schneider seconded by Dehler.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills Presented: A motion was made by Dehler seconded by Husen to pay bills as
presented.
Ayes~ Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bill Lowell: Bill Lowell, Police Advisory Board representative, was present.
Presented resume of board survey regards 24-hour police protection.
Recommending hiring one additional officer and reducing number of trips
to st. Cloud for police department - court appearances, etc. Question
of tickets suspended or thrown out of court examined. Question raised
regards police car location during day. Court trips - possible cooperation
with other cities to be examined.
Roman Reber, Building Inspector: Rental Housing Ordinance - review - effèctive
February 1, 1981 - more notices and information to go to public prior
to implimentation on February 1, 1981. Right of Appeal - planning
Commission to act as Board of Appeals. Husen and Building Inspector to
meet to review inspection forms, etc.
Leander Meyer - Leo Kremer: Presented plans and specs for proposed st. Joseph
Mutual Fire insurance building. plans and specs were recommended for
approval by Planning Commission.'

3) company to meet within a year with Downtown Association regards
downtown redevelopment.
Variance Approval: A motion was made by Husen seconded by Reber to approve
variance as recommended by Planning Commission.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Green Meadow Properties Apartment Complex: Problem of parking at Old Hwy 52 8-plex
reviewed. Owner Ming-te Lu reported a reduction in number of vehicles
owned by the apartment occupants. Two cars are permitted for each
rental unit. Owner also presented a letter of rules established for
rental units.

Unit 7 to act as caretaker. The owner indicated he would be interested
in purchasing additional land (park) if price is satisfactory. Preferred
purchases of an area 40' x 50'.
A motion was made by Reber seconded by Schneider to wait until spring,

for further action on the matter, to allow time to observe parking
conditions during the coming winter.

Patrolman Murphy: Mayor Weyrens presented a letter form the stearns County I
Sheriffs office commending city police officer Pat Murphy for his
assistance in reporting and administering CPR to a victim found lying
along highway #75 on October 10, 1980 thereby assisting in saving the
victim's life. Mayor Weyrens presented Officer Murphy a certificate
of outstanding service in the community.
Election Canvass: A motion was made by schneider seconded by Reber to approve
election canvass as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Roske Property withdrawal Order: The official order of withdrawal of petition
of annexation was presented. The Order issued by the State of Minnesota
Municipal Board, pertains to the Susan Roske property on east Minnesota
Street. The metes and bounds description as found in the order has
been placed in the Roske Annexation file.
Planning Report: Variance request for Cloverdale Townhouses on East Baker Street
scheduled for hearing on a change of date to December 1, 1980 at 7:30
p.m. subdivision regulations under discussion by Planning Commission.
Adjournment: Adjournment approved at 11:45 p.m.
