Joseph met in session on Thursday, November 20, 1980 at 7:00 p.m. in City Hall. ~ Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, Steve Dehler; City Clerk Bob Johnson. (Absent: Mike Husen - out of City.) others Present: 7:00 p.m. - Tom Murray, Marlin Boeckmann, CPA's, were present to review the yearly City audit. Investment methods, policies and options were examined. Designations of unappropriated funds were also discussed. Civil Defense Director: Art Reber, City civil Defense Director, presented information relating to civil defense needs. Trailer court safety problems were examined and reviewed. Upgrading of a disaster warning system was discussed. Director to also contact st. Joseph Township. Police Report: Police Chief Lorentz presented the monthly police report and information relating to gambling. Council to hold a second hearing on a proposed gambling ordinance. Delinquency certifications: Yearly utility delinquency certifications to the County Auditor's office were approved on motion by Reber seconded by Schneider. Ayes: Weyrens, schneider, Reber, Dehler. Nayes: None Motion carried. Hazardous Waste Meeting: Mayor Weyrens and Councilman Schneider will attend a State sponsored hazardous waste disposal meeting on December 10, 1980 at 7:00 p.m. in st. Cloud. Energy Committee: A motion was made by Schneider seconded by Dehler to approve the appointment of Roman Reber and Ben Kremer to the Energy Committee. Ayes: Weyrens, Schneider, Reber, Dehler. Nayes: None Motion carried. Shade Treee Program - 1981: A motion was made by Councilman Dehler seconded by Councilman Reber to approve the 1981 State Shade Tree Program grant application and budget of $4,000.00. Ayes: Weyrens, schneider, Reber, Dehler. Nayes: None Motion carried. Tri-Cap Weatherization Program: A motion was made by Reber seconded by Dehler to approve a Tri-Cap weatherization program improvement for the City rental housing unit located in Millstream Park. Ayes: Weyrens, Schneider, Reber, Dehler. Nayes: None Motion carried. Centennial Park Boundary Survey: A motion was made by Reber seconded by Dehler to approve a survey of the north boundary line of Centennial Park by Lunser Surveying Company - estimated cost $50 - $150. Ayes: Weyrens, Schneider, Reber, Dehler. Nayes: None Motion carried. Budget Hearing: Mayor Weyrens opened the public hearing on the proposed budget for 1981 at 9:00 p.m.. No persons were present or submitted written comments to the 1981 proposed budget. A motion to close the hearing was made by Councilman Schneider seconded by Councilman Dehler at 9:15 p.m. Ayes: Weyrens, Schneider, Reber, Dehler. APO Report: Mayor Weyrens reported on APO meeting attended: report related - to tornado dfu~age and insurance claim pertaining to APO building.
