Joseph met in session on Thursday, December 18, 1980 at 7:30 p.m. in City Hall. Members Present: Mayor Hago B. Weyrens; Councilmen: Herman Schneider, Bud I Reber, Steve Dehler - 10:45 p.m. Clerk, Bob Johnson. City Attorney, Tom Jovanovich. (Absent: Mike Husen, Councilman, out of City.) Gambling Ordinance: A proposed gambling ordinance was again reviewed by the Council. City Attorney to study matter further. Park Property Lease or Sale: Based on a letter from City Attorney Tom Jovanovich, it appears that Parcel #1 cannot be used for any purpose other than recreational uses open to the general public. Since this is the case it would be extremely difficult to locate housing on other parcels of land adjoining or nearby without disrupting the primary use of Parcel #1. The City Council therefore does not wish to have the park property divided for multiple use. The above was approved on motion by Reber seconded by Schneider. Ayes: Weyrens, Schneider, Reber. Nayes: None Motion carried. Cloverdale Townhouse Addition: A motion was made by Schneider seconded by Reber to pass a resolution stating: The City of st. Joseph, Minnesota has released the lien of the assessments on the common property, Lot 1, Block 6, Cloverdale Townhouse Addition. The 20 lots in Block 1 through Block 5 will payoff 1/20th of the assessments each time a closing on one of the 20 lots takes place. Ayes: Weyrens, Schneider, Reber. I Nayes: None Motion carried. Police Officer Resignation: A motion was made by Reber seconded by Schneider to ~~ accept the resignation of police offioer Patrick Murphy as submitted, ~ ~ effective January 1, 1981. A copy of the resignation has been placed 'V61 ~JJ.> on file. - Ayes: Weyrens, schneider, Reber. Nayes: None Motion carried. Committee Appointed: Mayor Weyrens appointed the following committee to interview applicants for the police officer position: Herman Schneider, Bud Reber and Police Chief Bill Lorentz. Park Refuse Rate Increase: A motion was made by Schneider seconded by Reber to approve a rate increase of 50¢ per account per month for Park Refuse, the City's garbage and refuse hauler. Ayes: Weyrens, Schneider, Reber. Nayes: None Motion carried. Engineering Fee Schedule - 1981: A motion was made by Reber seconded by Schneider to approve the Pauly & Olsen and Associates engineering fee schedule for 1981. Copy of schedule placed on file. . Ayes: Weyrens, Schneider, Reber. Nayes: NQne Motion carried. I Park Ordinance: A motion was made by Schneider seconded by Reber to correct the proposed park ordinance as indicated and provide copies for Park Board review on January 27, 1981. Ayes: Weyrens, Schneider, Reber Nayes: None Motion carried. 1015 Transfers and Accounts Payable: A motion was made by Schneider seconded by Reber to approve payment of the following accounts payable and year-end transfers: 1) Retainer payment to Batzer Construction - $665.00 2) Hall Annex - Gohman quote - $4,510.00 3) First State Bank: a) Principal and Interest - 1974-A Imp. - $3,312.50 b) Principal and Interest - 1978-A Imp. - $3,287.50 c) Hall Annex - C4D - $472.13 4) Fund Transfers: a) 1970 Water to 1961 Sewer and 1965 Street b) 1973 Water Maint Imp to 1970 Water Imp. League Dues: A motion was ~ade by Reber seconded by Schneider to approve pa}TIent of Stearns Municipal League dues for 1980-81 in the amount of $25.00 per year. A"jTes: Weyrens, Schneider, Reber. Nayes; NODe Motion carried. Equipment Trade: A motion was made by Schneider seconded by Reber to approve trade of army truck box for a street patching roller. Ayes: Weyrens, Schneider, Reber. Nayes: None Motion carried. Meeting Date Change: A mction was made by Schneider seconded by Reber to approve a Council mep-ting date change to the 1st and 3rd Thursdays of each month. Ayes: Weyrens, Schneider, Reber. Nayes: None Motion carried. Department Capital Outlay 1981: A motion was made by Reber seconded by Schneider to approve the department capital outlay budget foX' 1981 as tentatively approved several months ago. Ayes: Weyrens, Schneider, Reber. Nayes: None Motion carried. Adjournment: A motion was made by Schneider seconded by Reber to adjourn at 11:00 p.m. Ayes: Weyrens, Schneider, Reber.
