Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, May 7, 1981 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman schneider, Bud Reber, I
Steve Dehler, Mike Husen; City Clerk Bob Johnson; City Attorney Tom
Jovanovich.
Treasurer Report: City Treasurer Leo Sadlo was absent due to another committment.
Monthly reports were presented to each Councilman for review.
City Attorney: Discussion held on plant & possible sewer interceptor. Meetings
held and other documentation evaluated. Council to meet with Don Carley
in near future.
Vehicle Towing Hearing: Mr. and Mrs. Gene Buermann were present regards the
towing of their son's motorcycle to st. Cloud by City Police Department
after being stopped for: 1) no headlight operating, 2) no cycle
endorsement on license; Police Chief Lorentz presented a review of
past incidents and violations of record. City vehicle towing policy
and contract matters were explained and reviewed. Hearing closed at
8:22 p.m.
Obscenity Ordinance: sale of obscene books and materials, obscene dancing and
movies in bars were matters receiving Council review and attention.
Legal questions were examined with City Attorney.
A motion was made by Schneider seconded by Husen to table question.
Voting for motion: Schneider, Reber, Husen, Dehler.
Voting against motion: Weyrens Motion carried. I
Bottle Club License: A motion was made by Reber seconded by Husen to table
Bottle Club question until further study has been made.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: None Motion carried.
Bills Presented: A motion was made by Schneider seconded by Reber to pay bills
as presented.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: None Motion carried.
Liquor Applications: A motion was made by Husen seconded by Dehler to approve
the following liquor applications: EI Paso Club & Lanes, Inc.; Midway
Bar, Lanprecht, Inc. ; La Playette, Inc. ; Salls Bar & Cafe - Dale Schneider;
st. Joseph Liquor Shoppe; Et Cetera, Etc. - wine; American Legion Post
328 - club license.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Dump Update: Gate to City dump will be kept locked at all times. Fill will
be hauled in when available.
Police Equipment Purchase: A motion was made by Reber seconded by Husen to I
approve purchase of the following equipment:
2 badges - 80.00
collar bras.s - 12.00
5-star hat - 13.00
gold hat trim - 2.00

I Jeff Young Patrolman Re-Hiring: A motion was made by Husen seconded by Reber to
re-instate police officer Jeff Young to active duty effective May 11, 1981.
Young has returned from 3 years of military service.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Apartment Security Deposits: A motion was made by Dehler seconded by Schneider to
approve the refund of security deposits for City Hall Annex Apts. #1,2, & 3
in the amount of $100.00 for each apartment with 5% interest for 9 months.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Rug Purchase: A motion was made by Schneider seconded by Reber to approve purchase
of rug in Apartment #1 for $25.00.
Ayes: Weyrens. Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Swim Program: The following persons were hired for the summer swim program:
Kathy Lorentz - instructor
Laurie Davis - life guard
Dave Graeve - locker room attendant
Park Report: Tour of parks by Commission reported. Council approved hiring of
person to assist with Millstream Park grass cutting and rest room inspection.
I The question of increasing park rental fees (Centennial) for out of town
residents as recommended by the City Parks Commission has been taken under
advisement for further study by the Council.
Park Dedication: The dedication of Millstream Park has been postponed until 1982.
Expenditure Approval: On motion by Reber seconded by Husen the Council approved
the following:
1) completion of girl scout rest rooms
2) paper dispensers (6 )
3) seats
4) grills
$285.00 total cost estimated - Millstream Park Fund.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Amendment to Parks Commission By-Laws: A motion was made by Schneider seconded by
Reber to approve the following amendment to Parks Commission by-laws:
Change meeting date from the 4th Tuesday to the 4th Monday of each month.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Planning Commission Report: Mike Husen, Council Representative on Planning Commission
presented a brief resume of the May 4 planners meeting.
I 1) Bill Meirhoefer requested a variance for building a house and attached
garage on the property at 219 Able Street. The 50' lot would require
a variance for a 5' side yard setback rather than the required 10'
setback. After learning there was no alley exit to the lot the variance
request was withdrawn.

2) Question of a 35% or 20% limit on mulitple dwellings in a PURD
developemnt was discussed and reviewed.
3) A chart comparing density of existing areas was presented for I
reVlew.
4) A minimum of 20 acres has been suggested for a PURD area.
League Convention: A motion was made by Schneider seconded by Dehler to approve
the attendance of two persons at the annual League of cities convention
to be held on June 11, 1981 in st. Paul.

Nayes: None Motion carried.
Recycling Report: Mayor Weyrens reported on APO plans and information relating to
a variety of recycling methods and projects.
Adjournment: A motion to adjourn was made at 12:10 a.m.
