Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, May 21, 1981 at 7:30 p.m. in Ci ty Hall.
Members Present: Hugo B. Weyrens, Mayor; Councilmen Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen; Laurie Terwey, Secretary. (Absent: City
Clerk Bob Johnson - out of town.)
others Present: Jim and Don Landwehr.
NC Aquatic Swim club: Mayor Weyrens read a letter from John Merkle concerning a
request for financial aid for the swim club program. Subject was tabled
for lack of information.
Alley Water Problem: A motion was made by Schneider seconded by Reber to instruct
city engineer to survey alley by Mrs. Jost residence.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Board of Review: Mayor Weyrens reported on Board of Review. Any problems were
taken care of by City Assessor Ollie Lesnick.
Township Meeting: st. Joseph Township has invited the City Council to attend a
township meeting at a future date.
Gambling Ordinance: Concern as to whether groups could use members from outside
of the city to make up the 30 members the Gambling Ordinance requires
for a gambling license. Council will study further.
Bottle Club Application: Application of Dick Battig for permit for consumption I
and display of intoxicating liquor in basement of Et Cetera, Etc. was
reviewed. Subject tabled until next meeting on motion by Reber seconded
by Dehler.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Swim Program Applications: Council will check into problem of funding under
youth program.
Patrolman Young Salary: A motion was made by Reber seconded by Husen to pay
Officer Jeff Young a salary of $1,377.28 per month.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Landwehr Hearing - 8:25 p.m.: Jim and Don Landwehr explained to the Council they
would like to develop the 16 acres of the cletus Bechtold farm that
was proposed two years ago. Development would be single family housing -
47 homes with 8300 square feet of park area set aside.
Discussion concerning the sewage treatment plant capacity. Council
explained there is the same problem as two years ago.
Council recommended the preliminary plans be brought before the planning
Commission to be reviewed and checked by the City Engineer. Hearing I
closed at 9:15 p.m.
Wine License Application: Council discussed application of John Forsythe for a
wine license to be used in the old post office building for a delica-
tessen restaurant.

A motion was made by Reber to deny wine license to John Forsythe. Motion
died for lack of second.
I A motion was made by Schneider seconded by Husen to refer wine application
of John Forsythe back to Planning Commission in regards to off-street
parking and building permit.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Discussion followed concerning how many liquor establishments the City
wants.
A motion was made by Reber seconded by Schneider to deny wine license to
John Forsythe at this time. Application can be re-submitted at a later
date.
Ayes: Schneider, Reber, Husen, Weyrens.
Nayes: Dehler Motion carried.
Dump Station: A motion was made by Husen seconded by Dehler to approve installation
of a camper dump station not to exceed the cost of $125.00.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Conference: A motion was made by Schneider seconded by Reber to send two
firemen to a fire conference to be held on June 18 and 19 in Alexandria, MN.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Park Board Report: Bud Reber reported the City Park Board purchased approximately
300 trees from the DNR at a cost of $15.00 and planted them along the
Millstream Park Nature Trail.
Council discussed proposed golf area in Millstream Park - further study
to be made.
Water Permit: Councilman Schneider requested the Cold Spring Lumber house next to
Alfred zimmer be checked for water permit.
Stearns County League: Herman schneider reported attending the Stearns County
League meeting.
Planning Commission Report: Mike Husen reported there will be a Planning Commission
meeting on June 1 and the City Council is requested to attend to finalize
the City Zoning Ordinance.
Husen presented three forms to be printed for Rental Housing Ordinance
inspections: 1 ) Rental Registration, 2) Housing Code form, 3) Certificate
of Compliance.
A motion was made by Husen seconded by Reber to pay City Building Inspector
$7.00 per hour for rental housing inspections and to have a years supply
of the three forms for inspections printed.

Nayes: None Motion carried.
- Ceiling Fan Request: steve Dehler requested installation of a ceiling fan in the
City Council chambers. Costs will be checked.

Mayor Weyrens Report: Mayor reported the date of June 16 for approval or dis-
approval of Senior Citizen Center grant.
Mayor Weyrens reported attending the R7\'i meeting. I
Police Chief: Chief Lorentz requested information on reservations and fees for
Millstream Park parties. City Clerk to check on this.
Adjournment: A motion was made by Schneider seconded by Dehler to adjourn at
10:55 p.m.

Nayes: None Motion carried.
