Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, June 4, 1 981 , at 7:30 p.m. in City Hall.
I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; City Clerk Bob Johnson; Treasurer Leo Sadlo.
Treasurer Report: Leo Sadlo, Treasurer, presented the monthly fund reports and
investment data.
A motion was made by Dehler seconded by Husen to approve treasurer report
as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills Presented: A motion was made by Husen seconded by Reber to pay bills as
presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Downtown Assn. : Mike Ryan and Al pfannenstein were present, representing the
Downtown Development Association.
Funding question was discussed. A report of architechural plans and slides
recently reviewed was presented by the representatives.
V.F.W. Liquor License Question: Donna Wiener, representing the V.F.W. Post, presented
a question of liquor license availability (club) after Post has constructed
a building. Fred Reber was also present as a V.F.W. Post representative.
I Zoning questions were reviewed. A discussion was held on whether the
zoning question could be resolved through re-zoning or special use permit.
Trickling Filter Workshop: A motion was made by Dehler seconded by Reber to approve
the attendance of Jim Marthaler at a Trickling Filter workshop in Brainerd
on June 23-24-25 if Marthaler feels the workshop is necessary.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Melrose Depot Closing: A notice of a June 30, 1981 hearing scheduled in the City
Office Building, Melrose, Minnesota was presented to council members. The
matter of petition of Burlington Northern, Inc. to terminate base agency
service and close and remove its depot building at Melrose, Minnesota was
reviewed. The base agency would be incorporated with the st. Cloud operation.
Summer Youth Employment: A motion was made by Reber seconded by Husen to hire the
following young persons for the summer youth and Governor's Youth employment
program: Daniel Heurung, Anita Walz, Jeff Karnik, Heidi Weiss and June Ripka.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Swim Program: A motion was made by Reber seconded by Dehler to hire the following
persons for the summer swim program: Instructor - Kay Lorentz - 4.50 p/h;
I Guard - Laurie Davis - 3.50 p/h; Attendant - Dave Graeve - 3.35 p/h.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Program scheduled for 8 weeks (4 - 2 week sessions) at st. Benedict pool
starting June 22, 1981 and ending on August 14, 1981. Monday through
Friday - 12 noon to 4:00 p.m. and 6:00 p.m. to 8:00 p.m.

Parish Beer & Gambling License: On motion by Schneider seconded by Reber the
Council approved the application of the Parish for a beer and gambling
license for the 4th of July.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
Council Meeting Date Change: A motion was made by Reber seconded by Husen to
change the Council meeting date from June 17 to the 25th of June.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
phil Durkee Leave of Absence: A motion was made by Husen seconded by Reber to
approve the request for leave of absence of Phil Durkee, for a period of
6 months, from his duties as secretary of the City Planning Commission
to fulfill an assignment in France.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Alert Weather Radio: A motion was made by schneider seconded by Dehler to approve
purchase of an alert Bearcat weather radio for City Hall Annex.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Alley Survey: A notice by City Engineer to William F. Lunser, land surveyor, was
acknowledged. The notice to survey requested a location or replacement
of lot corners (irons) and set row of both along alley lines on the
following described alley: NE & SE corners of Lot 3 and NW & SW corners
of Lot 4, Block 12, Townsite of st. Joseph.
Gambling Ordinance Amendment: An amendment to the Gambling Ordinance No. 1981: .
section 7, Page 4 and 5 pertaining to "active local members", is being
considered by the Council.
Amendment to Liquor Ordinance 1980-A: Bottle club licensing question to be
resolved as soon as all legal questions have been reviewed.
Millstream Park Matters: Millstream Park reservation question reviewed. No reserv-
ations are required or accepted at this time. Further study contemplated.
A motion was made by Schneider seconded by Husen to approve purchase of
10 gallons of weed destroyer and 30 gallons of weed control chemical for
use in City Parks. Weed control and chemical use data to be compiled.
Culverts at disposal plant to be utilized in closing drainage ditch in
Millstream Park - south of bridge located south of softball park.
Donna Blanchette and Nita Fleming have been appointed to supervise Mill-
stream Park grant expenditures. A Cloverdale Tot-Lot fence has not been
planned to date.
Planning Report: Council representative on the Planning Commission, Mike Husen,
presented a Planning Commission report: 1 ) Zoning Ordinance reportedly
ready for Council consideration. 2) PURD concept receiving much greater
acceptability than a PUD. Density numbers were reviewed and compared.
3) Subdivision regulations are being completed for final reading on I
July 6, 1981. 4) Official Zoning map near completion. Public hearing
dates to be set in August. 5) City Attorney preparing schedule for
hearings.

Hall Ceiling Fan: A motion was made by Dehler seconded by Husen to appropriate
$150.00 to purchase and install a ceiling fan in City Hall.
Adjournment: A motion to adjourn was made at 12:00 midnight.
