046 June 25, 1981
Pursuant to due notice and call thereof the City Council of the city of st. Joseph
met in session on Thursday, June 25, 1981 at 7:30 p.m. in City Hall.
Members Present: Herman Schneider, Acting Mayor; Councilmen: Mike Husen, Steve I
Dehler; City Clerk, Bob Johnson. Absent: Mayor Weyrens (vacati on) ,
Councilman Bud Reber, employment out of town committment. Also present
Attorney Tom Jovanovich.
Gambling Ordinance No. 1981 : Council reviewed Gambling Ordinance No. 1981 and
considered the following amendment: change to "Local" members - section
7, Page 4 and 5.
Sewer Project: Carley to present updated information on st. Cloud sewer project.
Other Persons Present: Lee Kapsner, John Forsythe, Art Lamprecht.
Educational Zoning: To receive further Planning Commission review.
Liquor Ordinance 1980-A: Amendment: to be considered again at next Council meeting.
Liquor License Limits: Council to consider ordinance restricting number of on-sale
licenses City will issue.
John Forsythe: Requested reconsideration of wine license application denied on
May 21, 1981. Forsythe planning to open restaurant in former post office
building. Future consideration planned by Council.
3.2 Beer License Question: To be considered at next meeting - July 2 - for John I
Forsythe for use in former post office building.
Street Dedication Question on East Side Weber Property: Question being considered
to reserve as street. Joint Powers should handle dedication. Attorney
to investigate matter further.
Minutes Approved: Minutes of April 23, May 7, May 21 - approved on motion by Husen
seconded by Dehler.
Ayes: Schneider, Husen,Dehler.
Nayes: None Motion carried.
Motion to Change Minutes of May 21: A motion was made by Husen seconded by Dehler
to approve the following correction of minutes of May 21, 1981 as follows:
Delete words: "wine application of". (2nd paragraph, page 1041)
Ayes: Schneider, Husen, Dehler.
Nayes: None Motion carried.
Summer Youth: Program start reported on June 8, 1981. Five positions were filled
in maintenance and recreation.
Fire Department Purchases: A motion was made by Dehler seconded by Husen to approve
purchase of foam and detergent at an estimate of $186.00. (10 'gals.& 5 gals)
Ayes: Schneider, Husen, Dehler.
Nayes: None Motion carried.
Bills Approved: A motion was made by Dehler seconded by Husen to approve payment I
of the following b111s:
1 ) A.V. Johnson - removal of 70 stumps - $770.00.
2) Donahue & Rajkowski - legal services - $1,701.25.
