Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in regular session on Thursday, July 2, 1981 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councimen: Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen. City Clerk, Bob Johnson.
Treasurer Report: Due to the early date of this monthly meeting the treasurer's
report was not available.
Bills: Council reviewed and approved payment of bills on a motion by Dehler
-
seconded by Reber.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Tractor Repair: Lawn tractor (Simplicity) reported in need of transmission repair
or replacement. Maintenance chief to check warranty data on tractor
transmission - to determine re-building or replacement. A motion was
made by Reber seconded by Husen to have Schneider and Taufen determine
proper action on repair or replacement.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Borresch Hearing - 8:00 p.m.: Persons present: Mr. & Mrs. Bob Borresch, Tim
Borresch, Brenda Borresch; Police Chief Bill Lorentz; Patrolmen Jeff
Young, Randy Bush and Pete Jansky; Irene Reber.
Bob Borresch presented his views on the recent arrest of his son Mike,
for driving after a license revocation. I
Additional testimony was presented by: Tim Borresch, Mrs. Borresch.
Patrolman Jeff Young, the arresting officer, presented testimony and
was questioned by the City Attorney.
The Council examined and reviewed the bench warrant data. Chief Lorentz
presented testimony and a report of the newspaper story relating to the
incident.
Hearing closed at 9:10 p.m. on motion by Husen seconded by Schneider.
(The hearing was tape-recorded.)
Police Vehicle: Police vehicle use questions were raised and discussed with Chief
Lorentz.
Hearing: 9:00 p.m. - Francis Moran: Francis Moran presented some background
information relating to his interest in purchasing Sal's Bar & Cafe.
Mr. Moran is a resident of st. Paul and a 1981 graduate of st. John's
University. Proposed plans for the operation of the liquor-food estab-
lishment were also presented by Moran.
All necessary liquor application forms were presented to Mr. Moran with
notification that a $250.00 investigation deposit must accompany the
applications. I
Engineering Data: Engineer Joe Bettendorf presented data relating to the Waste-
water plant project and related matters. Council to review data and
schedule a meeting with st. Benedicts for July 15, 1981 at 7:30 p.m.

Engineer Bettendorf also presented data on possible sites for a new
test well.
John Forsythe 3.2 License: A motion was made by Schneider seconded by Dehler to
approve the 3.2 license application of John Forsythe for use in the
former postal building.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Liquor Ordinance No. 1980-A Amendment: A motion was made by Reber seconded by
Dehler to approve an amendment to Ordinance No. 1980-A - prohibiting
bottle clubs within the City of st. Joseph.
Dick Battig, Et Cetera, Etc. owner, appeared before the Council requesting
Council consider an application for a bottle club license for use in the
downstairs area of his business. Further discussion on this type of
liquor licensing followed.
Voting for the above motion: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Ordinance Limiting On-Sale: On motion by Schneider seconded by Husen the City
Attorney was directed to prepare an ordinance or amendment limiting the
number of on-sale liquor licenses to the present number of four.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Senior Center Renovation: A motion was made by Husen seconded by Dehler to approve
acceptance of the grant award of $17,000 with an additional $3,000 to be
included in funding after January 1, 1982. Project start tentatively
scheduled for mid-August.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Adjournment: A motion to adjourn was made by Schneider seconded by Reber at 12:17 a.m.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
