Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, July 16, 1981 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, I
Mike Husen, Steve Dehler. Secretary Laurie Terwey. (City Clerk Bob
Johnson - on vacation.)
Treasurer's Report: A motion was made by Dehler seconded by schneider to approve
June treasurer's report:
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
League of Cities Self-Insured plan: A motion was made by Reber seconded by Husen
to approve City health insurance be switched to League of Cities Self
Insurance.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Levy Limits Seminar: A motion was made by Husen seconded by Dehler to approve
Clerk's attendance at Levy Limits Seminar at Brainerd on August 5.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
N aye s : None Motion carried.
Swim Instructor: Swim Program instructor Cathy Lorentz has submitted a letter
of resignation effective July 27. Councilman Reber has checked with
other swim program employees. They will alter their jobs to take
over swim instruction position.
A motion was made by Reber seconded by Husen to accept resignation of I
Cathy Lorentz and send a letter of thanks for her services.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Park Board Recommendations: Council discussed reservations policy at Millstream
Park. A motion was made by schneider seconded by Reber to table the
question for further study.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Department Pension: Firemen present to request an increase in pension from
$300 per year of service to $600 per year of service.
A motion was made by Dehler seconded by Reber to table the question of
a pension increase for further study.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Pager Battery Request: Request for purchase of 24 pager batteries at a cost of
$126. Purchase to be in July with delivery sometime in August.
A motion was made by Reber seconded by Dehler to approve purchase of
24 pager batteries at a cost of $126.00.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Department Applications: Applications of Randy Donabauer and Jeff Flynn I
were presented to Council. A motion was made by Husen seconded by
Dehler to accept and put these men on Fire Department waiting list.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Fire Department Resignation: A motion was made by Schneider seconded by Reber
to accept resignation of Harvey Notch as fireman.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I Fire Department Fund Raiser: Fund raiser will be September 19, 1981. Request to
block Ash Street from College Avenue to 1st Ave. N. W. for fire department
water fight (5:00 - 6:30 p.m.).
A motion was made by Schneider seconded by Reber to allow the street to
be blocked for fire ball fight on September 19, 1981.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: Weyrens Motion carried.
Fund Raiser will be held at the Legion club. Brat' stand to be located
outside of Legion building. No drinks to be allowed outside of building.
Meeting with Township: Council discussion on swim program with Township Board.
Locations of Telephone Poles: Discussion on Northwestern Bell telephone poles in
alley right-of-way. Clerk to check.
APO: Mayor Weyrens reported on APO budget forecast. Council discussed cost and
- membership in APO.
Councilman schneider: Reported Simplicity tractor is being repaired.
Councilman Husen: Presented Planning Commission report. Jim Landwehr presented to
Planning Commission the preliminary plans of proposed addition on Bechtold
farm. Husen explained problems of sewer line easements.
Giddings trailer - request to leave mobile home on lot until owner sells
property. Husen to check with City Attorney.
Bill Gohman - request to convert utility shed on his property to a home.
He will present plans to Planning Commission.
Police Chief: Question of police reserve duty pay on July 4th. Pay is presently
set at $3.00 per hour. A motion was made by Husen seconded by Reber to
pay police reserve $6.00 per hour on July 4 retroactive to this July 4,
1981.

Insurance Coverage: Problem with Jeff Young insurance coverage - Clerk to check.
Junk Cars: Police Chief reported sending out notices to owners of junk cars to
remove the vehicles.
Minutes: A motion was made by Dehler seconded by Reber to approve minutes of
July 2, 1981.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Adjournment: A motion was made by Reber seconded by Dehler to adjourn meeting at
10:25 p.m.
