The st. Joseph City Council met in spec ial session at 7:30 p.m. on July 15, 1981
at City Hall.
I Council Members present were Mayor Hugo Weyrens, Councilmen Herman Schneider, Bud
Reber, Steve Dehler, and Mike Husen. City Clerk, Bob Johnson, on vacation.
Present: Engineer Joe Bettendorf and Attorney Tom Jovanovich.
Also Present: Mike Fritz of the College of st. Benedict, and Mike Sullivan, sister
Kathleen Kalinowski, sister Linda, and sister Colleen Haggerty of
the Convent of st. Benedict.
The primary purpose of this meeting was highlighted by Mayor Weyrens. To insure
the continued flow of information concerning areas of mutual interest between the
Convent and College of st. Benedict and the City of st. Joseph, and to further
promote effective solutions to questions of sewer and water flow, and of annexation
makes the meeting of primary importance.
The first part of the meeting was a presentation by Joe Bettendorf and Tom Jovanovich.
This presentation of the technical, legal, and political aspects of upgrading/expan-
sion was based in the formal report presented to the City Council of the treatment
plant in June, 1981 and sent by mail to st. Benedict's prior to this meeting.

The basic format was an explnation of costs for four possible solutions: two each
concerning joining the st. Cloud system and two covering potential expansion and/or
upgrading of the existing plant. All four factors covered the need for upgrading.
Further information can be obtained by consulting the report on file.
The ßollege of st. Benedict will begin to periodically offer to the City their
population figures and data to explain such information.
This part of the meeting ended with the renewed committment by all three parties to
exchange both formally and informally any information that would be helpful.
Questions of annexation of areas south of the present city boundaries were discussed.
since the entire area in question is made up of parcels belonging to various parties
(College, Convent, and private homeowners) the issue could be complex. However,
the College and Convent will offer to the City legal descriptions following an
official request from the City for the areas in question.
