Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, August 20, 1981 at 7:30 p.m. in City Hall.
Members Present: (Mayor Weyrens absent); Councilmen Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen; City Clerk, Bob Johnson.
Meeting Opened: The meeting was opened by Acting Mayor Herman Schneider at 7:30
p.m. in the absence of Mayor Weyrens (vacation) .
Minutes: A motion was made by Reber seconded by Dehler to approve the Council
minutes of July 15 special meeting and August 6, 1981 regular meeting.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Green Thumb: The Green Thumb program started on Monday, August 17, 1981 with
three male senior citizens. The crew work schedule will be 8 hours per
day - Monday, Tuesday, Wednesday the first week and Monday and Tuesday
the second week of each two week pay schedule. The crew is currently
painting at the Wastewater Plant.
Regional Meeting: Notices were mailed to cities in a 4-county area on August 19
inviting officials to a regional League of Cities meeting scheduled
to be held in st. Joseph on September 24, 1981 at the EI Paso Club.
Revenue Sharing Hearing: A Revenue Sharing proposed use hearing has been scheduled
for September 3, 1981 at 8:00 p.m. to allow residents to submit written
or oral comment on uses of Revenue Sharing funds in the estimated amount
of $25,000 for 1982.
Park Reservations: Council reviewed park reservation fees. I
A motion was made by Husen seconded by Dehler to set fees for Centennial
Park and Lions Shelter in Millstream Park at $15.00 local and $25.00 non-
resident effective retro to August 15, 1981, refunds to be made.
Ayes: Husen, Dehler, Schneider.
Nayes: Reber Motion carried.
Ceiling Fan: A motion was made by Dehler seconded by Husen to return ceiling fan
to Northland Electric as the renovation project scheduled for City Hall
eliminates the need for a fan.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Defensive Driving Course: A motion was made by Reber seconded by Husen to approve
a defensive driving course provided by the City insurance carrier at a
fee of $5.00 per person for City maintenance and a number of fire personnel.
Ayes: schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Medical Payment: A motion was made by Reber seconded by Husen to approve payment
of $42.50 for Jeff Young family medical claim occurring after his employ-
ment start and prior to effective date of city insurance carrier policy.
Ayes: Schneider, Reber, Dehler, Husen.

Senior Center/Hall Renovation: Rick Olsen - Pauly & Olsen Architects - presented
the final specs for Council review on the Senior Citizen/City Hall renova-
tion project. Bid advertising to appear in the st. Cloud Times and

Construction Bulletin on August 21, 1981. Bids are to be opened on
Wednesday, September 16, 1981.
Liquor Hearings: Liquor violation scheduled for hearings - 81000834 and 81001011.
A motion was made by Husen seconded by Reber to send notice to Lamprecht,
Inc. and La Playette, Inc. to appear for a hearing on september 17, 1981
at 8:00 p.m. on a possible liquor violation charge.

Nayes: None Motion carried.
Boulevard Tree Planting: A motion was made by Dehler seconded by Reber that trees
be permitted on boulevards after Forester and City Council review and
approval.
Ayes: schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Adjournment: A motion was made by Husen seconded by Dehler to adjourn at 10:50 p.m.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
