Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, october 1, 1981 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen. City Clerk, Bob Johnson. City Treasurer, Leo
Sadlo. City Attorney, Tom Jovanovich.
Treasurer Report: A motion was made by Schneider seconded by Reber to approve
treasurer's report as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Hall Renovation Project: A motion was made by Husen seconded by Dehler to direct
City Clerk to sign contract with Kollmann Builders of Cold Spring,
Minnesota, City Hall rerlovation project low bidder, after all insurance
and bond requirements are in order.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None' Motion carried.
Gambling License Application: The gambling license application of a st. Ben's
Rugby Club was presented for Council consideration.
A motion was made by Schneider seconded by Reber to table the gambling
license application until the next Council meeting on October 15, 1981
to allow all application requirements to be fullfilled and received.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Mötion carried.
Bob Borresch Hearing: Bob Borresch appeared before Council to discuss police I
matters affecting his family. The question of harrassment is being
examined. Approximately ten persons were present for the hearing.
Jerry Henkemeyer - Park Refuse: Presented an oral report of the garbage and refuse
program relating to the land fill operation and st. John's incineration
project. City Council deeply concerned over garbage hauling distances
for city disposal.
Jerry Henkemeyer, Park Refuse Service, current city contract hauler,
presented a request for garbage pickup fee increase from $4.50 to $5.25
per month per account, effective January 1, 1982. The matter has been
taken under study by the Council.
Maintenance Department Purchases: Dick Taufen, Maintenance Superintendent, presented
a request for the following purchases:
1) 4 - 1000-20 snow tires - $920.00 (budget item)
2) 2 - tractor tires @ 270.00 - $540.00 (budget item)
3) Sockets, wrenches, power hack saw - $225.00 (budget item)
4) Lockes for former dump gate and kennel (cost est. $30.00)
A motion was made by Dehler seconded by Schneider to approve purchase
reques;tsc,as presented.

Nayes: None Motion carried.
Tractor Bids: A motion was made by Reber seconded by Husen to accept bids on the
147 IH Cub Cadet tractor, as recommended by the Maintenance Superintendent.

Nayes: None Motion carried.
Park Refuse Container: A motion was made by Dehler seconded by Husen to accept
I P ark Refuse charge for the two yard container at Hall Annex building
for $15.00 per month.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Payment of Bills: A motion was made by Schneider seconded by Dehler to pay bills
as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayys: None Motion carried.
Copy Machine Trade: A motion was made by Reber seconded by Husen to approve copy
machine trade-in on used demonstrator as requested and recommended by
City Clerk. Final cost not to exceed estimate presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Park Board Resignation: A motion was made by Husen seconded by Dehler to accept
resignation of Juanita Fleming from a position of membership on the
City Parks Commission.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Revenue Sharing Summary Budget Hearing:
Mayor Hugo B. Weyrens opened the hearing at 8:00 p.m.
I others Present: Councilmen: Herman Schneider, Bud Reber, Steve Dehler, Mike Husen.
City Clerk, Bob Johnson. There were no other presons present for the
hearing.
The notice of hearing and Revenue Sharing budget summary was published
in the st. Cloud Daily Times on September 22, 1981. The affidavit of
publication has been placed in the Budget Hearing file - City Clerk's office.
The hearing was adjourned by Mayor Weyrens at 8:15 p.m.
Planning Meeting: Next Planning Commission meeting has been scheduled for October 5,
1981. The Joint Powers Annexation Board will meet on october 14, 1981.
Adjournment: A motion to adjourn was made by Schneider seconded by Dehler at 11:35
p.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
