1068 October 15, 1981
Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday October 15, 1981 at 7:30 p.m.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud I
Reber, Steve Dehler, Mike Husen, City Clerk, Bob Johnson.
Minutes Approved: A motion was made by Husen seconded by Schneider to approve
the following council minutes: Sept. 3 - 17 - 23, and Oct 1, 1981
as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Gambling License: A motion was made by Reber seconded by Dehler to grant
st. Ben's Rugby Club a gambling license as per application submitted.
Voting for motion: Schneider, Reber, Dehler
voting against motion: Husen, Weyrens Motion carried.
City Hall Project: The official starting date of Oct 19, 1981 has been set for
the City Hall and Senior Center renovation project.
Tax Levy: A motion was made by Dehler seconded by Schneider to approve the
following tax levy for 1982:
General Revenue ------- 96,184.00
Street Maintenance ---- 3,000.00
Lights ---------------- 12,000.00
Recreation ------------ 15,000.00
Special Levies I
Liability Insurance ---- 4,065.00
Matching Funds Program - 5,000.00
Shade Tree Program ----- 2,000.00
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Hockey Roof Repair: Council recommended Hockey Assn. obtain two quotes for
warming house roof repair and approved project on basis of low -
cost not to exceed $443.08 on motion by Reber seconded by Husen.
The question of the City sharing such costs on a proportionate
basis with other areas using the hockey facilitieswas reviewed.

Nayes: None
Telephone Pole Purchase: A motion was made by Schneider seconded by Reber to
approve payment of $10.50 to NSP for the utility pole and store it
in the maintenance shop area.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None
Sewer Cleaning Project: A motion was made by Schneider seconded by Dehler to
approve sewer line cleaning of approximately 4 to 5 blocks to remove
sand. (cost ext. 280.00) I

Land Use Planning: On motion by Husen seconded by Dehler the Council approved
the attendance of Ben Kremer at a Land Use Planning Workshop at the
Holiday Inn in st. cloud on Oct. 26, 1981.
I Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None
st. Johllrlncinerator: Reportedly indications are city garbage will be hauled
to st. John's rather than to the st. Augusta land fill. st. John's
reported near operation start.
Catch Basin installation: A motion was made by schneider seconded by Reber to
approve purchase and installation of a larger catch basin on the West
side of College Ave N at the corner of Birch st. W. (cost est.322.50)
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried
Water School Attendance: On motion by Reber seconded by Dehler the council
approved the attendance of Dick Taufen at Central District water
school at the Holiday Inn in st. Cloud, Oct 28, 1981.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None
Annexation Board Report: Council representative on the Joint Powers Annex-
ation Board, Mike Husen, presented a report of the board meeting
held on Oct. 14, 1981:
1) Request to sub divide a 208' x 208' parcel on Rassier
Road received. Variance necessary under Township re-
- quirements. The request has been submitted by Gary Hester
2) Tom Rothfork presented a request to re-zone approximately
14.5 acres abutting RR on north - from industrial to
residential
3) Discussion held on possible future 11th Street connector
Minnesota st to County #75.
Tri Cap Bus Request for Subsidy: The question was tabled or motion by Schneider
seconded by Reber.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None. Motion carried
Fred Reber Township resident: Appeared before the council voicing an objection
to some of the statements appearing in a recent issue of the st.
John's Record, and requested a retraction appear in the same
publication.
Adjournment: A motion to adjourn was made at 11:25 p.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
