Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, November 5, 1981 at 7:30 p.m. in st. Joseph Lab School
basement. (City Hall in process of renovation.)

Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; City Clerk, Bob Johnson; City Treasurer,
Leo Sadlo. Attorney Tom Jovanovich (9:00 p.m.), Engineer Joe Bettendorf
( 9: 00 p. m. ) .
Treasurers Report: City treasurer Leo sàdlo presented the monthly fund and invest-
ment report. A motion was made by Schneider seconded by Husen to approve
the treasurer's report as presented.
Ayes: Weyrens, schneider, ~" Dehler, Husen.
Nayes: None Motion carried.
Minutes: A motion was made by Dehler seconded by Husen to approve the minutes of
October 15, 1981 as presented.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Bills: Bills were approved for payment on motion by Schneider seconded by Dehler.

Sale of Forfeited Land: A motion was made by Dehler seconded by Schneider to approve
the classification of non-conservation lands and sale of the following
described property as requested by the office of Stearns County Auditor:
Lot 7, Block 1, Loso's 5th Addition - $3,100.00.
Ayes: Weyrens, Schneider, . . Dehler, Husen. I
Nayes: None Motion carried.
wine License: A motion was made by Schneider seconded by Dehler to approve wine
license application of John Forsythe for use at Bo Didilleys.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Fire Dept. Physical: A motion was made by Schneider seconded by Husen to approve
physical examinations for new applicants to the Fire Department.
Ayes: Weyrens, Schneider, ~, ,- Dehler, Husen.
Nayes: None Motion carried.
(Previously approved by Town Board.)
APO Report: Street study in progress by APO reported by Mayor Weyrens. Five-man
board to work on matter with APO - to establish future road system for
City.
st. Cloud Sewer Letter: Receipt of a reply from the City of st. Cloud, regards
stipulations received from the City of st. Joseph relating to the consid-
eration of st. Joseph connecting to the st. cloud sanitary sewer system,
was reportedly received and under study. The matter will receive Council
review.
Mayor Conference: A motion was made by Husen seconded by schneider to approve I
Mayor Weyrens attendance at a Mayor's Conference in Bloomington, Minnesota
on November 21, 1981.

Planning Commission Report: Council representative Mike Husen reported Commission
finalizing zoning map at next meeting.
A steel fabrication industry is reported ready to move into the former
I Creations Woodworking plant. A building permit has been issued to move
in a trailer to be used as a temporary office building. New sewer and
water lines will be installed.
Mayor Weyrens Report: Mayor Weyrens reported on the recent stearns County jail tour.
stearns League reportedly on record in support of additional planning
for jail problem solution.
Public Hearing - Landmark Preliminary plat for 47-single family
housing on the 16.6 A of the former Bechtold farm property -
West End.
Hearing Opened: The hearing was opened by Mayor Weyrens at 9:00 p.m.
Persons Present: James Landwehr, Donald Landwehr, Ed Kacures Sr., Robert Borresch,
Terry and Kaye Schwab, Tom and Cheryl Schloesser, Dick Manderfeld, Bill
Elfering, Linda Reisinger, Robert Reisinger, Mildred Reisinger, Ralph
Notch, Charles Potter and Louis Terwey.
Engineer Presentation: Engineer Joe Bettendorf presented pertinent plans and specs
data on the proposed development.
The engineer also reported the last two homes presently located on County
#2 (Terwey, Feld) would not be able to hook up to sanitary sewer according
to present plans.
A water pressure check of Hollow Park reported minor fluctuations.
The following questions were raised by persons in attendance:
1) Feasibility of lift-station use.
2) Amount of auto traffic using one exit and entrance on County Hwy #2.
3) Water pressure in Hollow Park and the 'non-loop' of water lines.
4) Installation of stop lights - county jurisdiction cited.
5) Exit and entrance on north end to County #75.
6) Question of utility easements.
7) Impact on Wastewater plant problem.
8) Future feasibility and assessment of a water main extension on County
Highway #2.
9) Street dedication and surfacing sizing.
10) Financing questions.
Approval of the preliminary plat is not project approval but approval to
complete the final plat.
A motion was made by Husen seconded by Dehler to approve the preliminary
plat with the following stipulations attached:
1) That Park Board be consulted for its recommendation on use of park
land or acceptance of 8% land value.
2) That the developer be responsible for obtaining all the easements for
all services for the effective platted area.
3) That prior to the final approval of any street construction the Council
~ must rule on the established width size: 66'vs. 60' and 32' vs. 36'
surfacing.

4) That the Council and the developer enter into an agreement on the
financing of the project.
5) That the existing affected property o~~ers be formally approached
regarding their desire to obtain city services.
Voting for motion: Husen,Dehler, Schneider. I
voting against motion: Weyrens.
Absent and not voting: Reber. Motion carried. ( 3-1)
A motion to close hearing \1aS made by Dehler seconded by Schneider at
10:52 p.m.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.

A motion was made by Dehler seconded by Schneider to approve a 60'
dedication and a width of 36' for surfacing of streets in the proposed
plat as presented by Landmark Realty.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
A motion to adjourn was made by Schneider seconded by Dehler at 12:10 a.m.
Ayes: Weyrens, Schneider, Dehler, Husen.
Nayes: None Motion carried.
