Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, December 3, 1981 at 7:30 p.m. in the st. Joseph Lab
School basement. (City Hall renovation in progress.)
Members Present: Mayor Hugo B. Weyrens: Councilmen: Herman schneider, Bud Reber,
Steve Dehler, Mike Husen. City TreasU!rer, Leo Sadlo and City Clerk, Bob
Johnson.
Treasurer Report: City treasurer Leo Sadlo presented the monthly fund and investment
report. A motion was made by Husen seconded by Reber to approve the
treasurer's report as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills: A motion was made by schneider seconded by Husen to pay bills as presented.

Bill Koch League: A motion was made by Reber seconded by Dehler to approve use of
Millstream Park for cross/country skiing - plans for a Saturday morning
Bill Koch league for youngsters in planning stages.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Assessment Split: A motion was made by Dehler seconded by Schneider to approve the
following special assessment split as requested by the tax payer:
Special assessment No's. 8-9-15 for Plate No. 53946 - Lot 4 Less S 33',
Blk 3, Wagner-Notch Subd. split and attached to the corresponding specials
on Plate No's: 53944 and 53945, Lot 2, Blk 3 and Lot 3, Blk 3, Wagner-
Notch Subd., respectively. Special assessment No's. 8-9-15 therefore, are
hereby removed entirely from Plate No. 53946. The request was submitted
through the County Auditor's office by Honer Homes, Inc.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
West End Park Land Question: Council representative on the City Parks Commission
presented a letter from the commission recommending the City accept an
.83 acre parcel of land as an additional park property as a part of the
west end development proposed by Landmark Realty.
On motion by Husen seconded by Reber the Council decided to accept 8% of
of the undeveloped land value in cash in lieu of 8% of actual property of
the proposed west end development.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Some of the reasons presented and reviewed were: 1) That the area under
consideration for an additional .83 acres of park has 75% or 55.8 acres of
the total City park land nearby. 2) The money can be used for other park
purposes. 3) The concern of adding to the amount of tax exempt property
in the City. 4) Park property maintenance costs. 5) Current fiscal
problems of federal, state and local governments.
Softball Park Gate: Installation of a gate at entrance to softball parks received
Council examination.

Lions Shelter Enclosure: On motion by Reber seconded by Schneider the Council
approved enclosures for the north and west side of the Lion's Shelter
building in Millstream Park.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Water Installation Proposed West End Addition: Councilman Schneider presented
data and review of utility installations for the proposed west end
development.
Wa:ter Main Break: Councilman Schneider reported a water main break - 1st Avenue
Northwest to Wastewater plant - a shut down for approximately 4 hours
was necessary for repairs.
Plant Road Speed: A motion was made by Dehler seconded by Schneider to approve
posting of 10 miles per hour speed signs on the Wastewater plant road.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Planning Commission Report: Councilman Husen reported the Planning Commission had
met with APO Chief Bill Hansen with regard street plans. The 11th Street
NE (proposed)need was examined and cited.
Meeting of the Downtown Association was scheduled for December 16, 1981.
1982 Salary Report: A motion was made by Husen seconded by Schneider to approve a
~: 9% salary increase for city employees for 1982.
