Joseph met in session on Thursday, December 17, 1981 at 7:30 p.m. in the unfunished renovated City Hall meeting room. I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman schneider, Bud Reber, Steve Dehler, Mike Husen; City Clerk, Bob Johnson. (Dehler departed at 8:00 p.m. - returned at 8:50 p.m., Husen arrived at 8:55 p.m.) Fire Chief: Fire Chief reported the following persons as elected - Bill Wasner, Chief; Dick Taufen, Asst. Chief; Tom Brannan, Secretary; Ken Twit, Treasurer. Fire Department Matters: Air packs - one is in need of repair. Chief recommends holding until budget final - fOr conversion according to OSHA requirements to be finalized in January. (City can request variance for time on changes.) Fire Board to discuss Fire Warden and Fire Marshall positions. Chief Loso expressed his appreciation for the Council-Chief relationship. Mayor Weyrens expressed his gratitude on behalf of the Council, to Mike Loso for his dedicated service as city Fire Chief. A motion was made by Reber seconded by Schneider to approve fire department elections as presented. Ayes: Weyrens, Schneider, Reber. Nayes: None Motion carried. Landmark Realty: James Landwehr appeared before the Council regards a proposed I housing development project to be located on 16.6 acres of the Bechtold farm property on County Highway #2 West. Landwehr was informed the City Council had decided to accept the 8% land value in cash rather than additional park property. utility easement questions were reviewed - Landwehr to consult with the engineer. A 60' street dedication and a 36' street surface were also items receiving previous Council approval. The development plans indicate the project area will contain 47 single family housing units. Garbage Service: A motion was made by Schneider seconded by Reber to try once a week garbage pickup for the months of January-February-March, 1982 and approve a rate increase of .50 per account per month - .25 less than '~~. requested by Park Refuse Service, the current City contract holder. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. .~" User Fee Increase: A motion was made by Schneider seconded by Husen to approve a $1.00 per month charge for garbage pickup for senior citizens and a $.50 per month increase for other residents. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Building Inspector: Roman Reber, City Building Inspector, was present to discuss housing code enforcement. A copy of forms to be used in the rental housing I licensing process were presented for Council review. The building inspector and City Clerk will meet to exænine permit policies. Fire Pension Question: Fire Department personnel and Township officials were present regards fire department pension fund request for an increase from $6,000 to $12,000. A pension fund cost and benefit projection had previously been 1078 examined and reviewed at a previous meeting. The projection had been prepared by the City Audit firm. TOì\~ship Supervisor Joe Bechtold presented an explanation and reason for the Town Board's resolution and recommendation at the $8,000 level - I $400 per year of service. After additional discussion of pension and financial matters the following motion was made by Reber seconded by Schneider to increase the fire pension to $400 per year of service, a lump sum payment of $8,000 after 20 years of service. Voting for the motion: Schneider, Reber, Weyrens, Dehler. Voting against motion: Husen Motion carried. (Husen had recommended funding at the $9,000 lump sum level.) Fire Department By-Law Amendments: By-law amendments are to be prepared and submitted by fire department for Council consideration. Hall Project Partial Payment #2: A motion was made by Dehler seconded by Schneider to approve partial payment #2 on City Hall renovation project in the amount of $13,034.00 as presented by architect Rick Olsen for general contractor Kollman Builders of Cold Spring, Minnesota. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Council Minutes Approval: A motion was made by Husen seconded by Dehler to approve council minutes of December 3, 1981 with the following correction: In the vote on 1982 employee salary increase of 9%, Councilman Dehler voted no instead of abstaining from voting. Fund Transfer Approval: On motion by Reber seconded by Husen the following fund transfers were approved: I 1 ) 1973 Water Main Fund to 1970 Water Fund - a year-end fund balance transfer return. 2) 1976 R.R. & College Ave. Imp. Fund - year-end fund balance transfer return. 3 ) 1979 Alley Imp. Fund to General Revenue - year-end fund balance transfer return. 4) Bond & Interest payments: 1961 Sewer - 1965 Street Imp. - 1972 Water & Sewer Imp. - 1978 East Side Imp. 5) 1970 Water Imp. Fund to 1961 Sewer and 1965 Street as per schedule. 6 ) $12 00 Fire Pension Fund payment from Joint Fire Operating Fund to Fire Department. 7) State Aid ( 2%) Transfer to Fire Department. ($7,073.30) (Pension Fund). 8) Fire Hall Debt Redemption - Joint Fire Oper. Fund to General Revenue Fund - ($3,984.38) 9 ) Township share of Fire Hall Debt - General Revenue to 1970 Water Fund Imp. - ($2,510.16) 10) Police PERA payments to General Revenue from Special Police (2%) State Aid Fund - ($4,667.61) 11) Principal & Interest to First State Bank: 1974-A Street Imp.-$3,150.00 1978-A Street Imp.-$4,234.50 Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Planning Commission Appointments: A motion was made by Husen seconded by Reber to I approve the re-appointment of Art Budde and Eub Klein to Planning Commission to January 1, 1985. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 10/79--- Engineering Fee Schedule 1982: A motion was made by Reber seconded by Schneider to approve Engineering (Pauly & Olsen) fee schedule for 1982 as submitted. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. I Nayes: None Motion carried. Planning Report: New zoning map reportedly 90% complete at this time.
