Joseph met in session on Thursday, January 8, 1981 at 7:30 p.m in City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I Steve Dehler, Mike Husen. Clerk Bob Johnson. (Treasurer, Leo Sadlo, was absent.) Treasurer Report: Treasurer report received in agenda mail was reviewed and approved on a motion by schneider seconded by Reber. Ayes: Weyrens, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bills: A motion was made by Reber seconded by Husen to approve payment of bills - as presented. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Council Minutes: Council minutes of November 20, December 4, and December 18, 1980 were reviewed by the Council. A motion was made by Reber seconded by Dehler to approve the minutes with the following correction to the minutes of December 18, 1980, No. 1014: The motion to read as follows: Police Officer Murphy Resignation Correction: A motion was made by Reber seconded .* by Schneider to accept the resignation of Police Officer PatrbkMurphy Schneider as submitted, effective January 1, 1981. The Mayor, Councilmen present,** Reber and City Clerk expressed their regret at Officer Murphy's leaving City employment. The Council commended Murphy for the courage, honesty and compassion expressed in his official resignation. Ayes: Weyrens, Schneider, Reber. I Nayes: None Motion carried. Gambling Ordinance: A motion was made by schneider seconded by Reber to adopt Gambling Ordinance No. 1981, establishing a fee of $25.00 per year. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Annexation Resolution: A motion was made by Husen seconded by Dehler to approve the petition for annexation submitted by Robert Klein for Lot 6 Block 3, Cloverdale Estates Addition. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Liquor Violation Report: Police Chief Lorentz presented possible liquor violation reports. City Attøþney to research statutes regards definition of "Restaurant". A motion was made by Reber seconded by Dehler to place a moratorium on question of juneviles in Sal's Bar & Cafe until a determin- ation of restaurant has been made. Voting for the motion: schneider, Reber, Dehler, Weyrens. Voting against motion: Husen Motion carried. Notice of Hearing on possible Violation: A notice of scheduled hearing on possible violations were ordered dispatched to Dale Schnedder dba Sal's Bar & Cafe and to Dave Hollander dba st. Joseph Liquor Shoppe. III Police Officer Applications: Police Chief Lorentz reported receiving 17 applications for the police officer position. A motion was made by Husen seconded by Dehler to approve the following wage starts for new officers: 1017 starting officer - 1 or less years experience: $1,000 monthly After 6 months probation add: $ 50 per month 2-3 years experience - start: $1,080 monthly 4 or more years experience - start: $1,188 monthly I Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Fringe Benefit Approval: The Council approved the negotiated 10% salary increase for 1981 along with the following fringe benefits: 1) Clothing allowance for Police Department increased $5.00 to $25.00 per month, payable quarterly. 2) Longevity payment of $10.00 per full year of service payable after December 1, 1981. 3) Sick leave accumulation increase from 60 to 90 days. All accumulated un-used sick leave will be paid at 50% of employee's pay rate at L" L re l-lremen l- . Approved on motion by Reber seconded by Schneider. Bens) Sal's Bar & Cafe Linnemann's Store Frisky Bait Shop Stueve's Garage Et Cetera, Etc. st. Joe Pharmacy Legion Club Ayes: Weyrens, Schneider, Reber, Husen. Abstaining: Dehler Motion carried. (cigarettes) Park Board Membership: Council to review applicant list for Park Board membership prior to next meeting. Planning Report:1)APO director Hansèn's street plan for area east of city was presented by Husen. County reportedly reviewing a change of County Road #134 approach to #75. 2) plans for a second Townhouse project (12 units per lot) development of Landmark Realty were also disclosed by HU.sen. The project will be located on the eastern half of Block 4 east of the present Townhouse Addition. 3) Final review of Zoning & Sub-Division Ordinance>proposed are ready for Council review.
