Joseph met in session on Thursday, February 5, 1981 at 7:30 p.m. in City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I Steve Dehler, Mike Husen. City Clerk, Bob Johnson. Treasurer, Leo Sadlo. Treasurer Report: The monthly fund report was presented by City Treasurer Leo Sadlo. A motion was made by Schneider seconded by Reber to approve treasurer report as presented. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. N aye s : None Motion carried. others Present: Mark Goeteman, Apollo High School student was in attendance to observe Council proceedings, as was Geralyn stock and Jackie Stock. Bills Presented: A motion was made by Husen seconded by Dehler to approve bills as presented. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Minutes Approval: A motion was made by Schneider seconded by Husen to approve the Council minutes of January 8 and January 22, 1981. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Weed & Drug Report: Bud Reber reported on the County Weed and Drug meeting held in Albany on January 26, 1981. Reber and Forester Jim Marthaler attended. Mayor Weyrens Reported On Solid Waste: Meeting attended in st. Cloud on solid II waste by Mayor Weyrens and Councilman schneider. Large crowd in attendance. Question and answer session found to be an interesting ,.-- session. Great deal of study and work ahead - will be difficult to select sites. Liquor Ordinance Review: Fred Grunke, attorney, presented information on restaurant definition - League information. Liquor Ordinance review - question of minors in Sal's or bowling alley unless eating or bowling. Question of game.room use was explored. Game room exception being considered with a definition to divide bar from game room and other areas under study. Nine o'clock curfew on bar game rooms recommended to licensees. Motion Defining Game Rooms: A motion was made by Reber seconded by schneider to amend Liquor Ordinance to include criteria defining game rooms. Motion was withdrawn by Reber. Motion to Instruct Attorney to Draft Amendment: A motion was made by Dehler seconded by Reber to instruct attorney to draft an amendment establishing criteria defining a game room and writing an exception for game rooms in the liquor ordinance. Ayes: Dehler, Reber, Schneider, Weyrens. Nayes: Hqsen. Motion carried. Gambling License Applications: A motion was made by Husen seconded by Reber to I approve gambling licenses for the American Legion club and the st. Joseph Lions Club with a waiver of bond requirements. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 1023 Local Government Forum: A motion was made by Dehler seconded by Husen to approve Clerk's attendance at a Local Government forum in st. Cloud on February 19, 1981. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. I Nay~s: None Motion carried. Clerk Conference: Motion by Reber seconded by ~chneider to approve Clerk attendance at conference March 25-26-27, 1981. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Fluoridation: A motion was made by Schneider seconded by Reber to approve Dick Taufen attendance at st. cloud February 18, 1981 on Fluoridation Techniques. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Fire School: A motion was made by Schneider seconded by Husen to approve attendance of two firemen at state Fire School. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Snow Fence: A motion was made by Schneider seconded by Husen to approve purchase of 10 rolls of snow fence requested by Maintenance Department. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Insulation for Pumphouse: Motion by Husen seconded by Dehler to approve purchase of insulation for pump house #1 - $138.50. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. I Nayes: None Motion carried. Summer Rec Program: A motion was made by Reber seconded by Dehler to approve salaries for Summer Recreation Director and Asst. Director at $5.00 per hour and $4.00 respectively. (32 hours - 9 weeks.) Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Planning Co~~ission Report: Mike Husen reported Planning Commission completed final draft on Zoning Ordinance. The following commission appointments were made: Ben Kremer re-appointed Chairman; Tom Nahan - Vice Chairman; phil Durkee - Secretary. Commission currently preparing an update of the official zonlng map. Re-zoning of some areas abutting the downtown area being considered. Police Car Shield Damage: Police car rear seat shield reportedly damaged. Estimates to be obtained on replacement. Adjournment: Move to adjourn occurred at 12:00 midnight.
