Joseph met in session on Thursday, February 19, 1981 at 7:30 p.m. in City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I Steve Dehler, Mike Husen. City Clerk, Bob Johnson. others Present: Mike Loso, Fire Chief, was present to discuss the following matters as indicated on the agenda: 1) Dan Scherer replaced Dale Lott on Fire Department roster. Department has a full complement of 30 men. 2) Grass rig painted - slip in unit - lights, siren in operation by March 15, 1981. 3) DNR - set up strike unit - 4 men from departments to answer a large forest fire needing additional assistance. DNR covers liability - tanker or grass rig. Council to act when agreement document is presented. Physical requirement reviewed for fire personnel. Fire Chief to discuss activities of member with doctor making physical. Chief to list fireman's responsibilities and department work matters. Fire Department Purchase: A motion was made by Schneider seconded by Reber to approve purchase of piping and jet material at a cost of $180.00. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Drop Tank Purchase: Motion made by Reber seconded by Husen to approve purchase I of 2000 gallon drop tank - $850.00 - payment available by March 16, 1981. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. New OSHA requirements reviewed - breathing apparatus (July, 1983 ) - connected to pressure demand capability - clothing requirement changes also listed (July, 1985) . 2% aid question reviewed - Council resolution relating to 2% state aid reviewed. Meeting to be set up with fire department. James Landwehr: Present site and floor plans for Townhouses - to be located on lots 5-6-7, Block 4 (3.20 acres). Two story with basements - 7 buildings, 39 units (24 - 3 bedroom, 15 - 2 bedroom). Same rustic look and siding as present Townhouses on 9th Avenue Southeast. Legal description and other requirements are to be prepared by Landwehr. Police Car Cage: Replacement costs reviewed - $130.00 plexiglass - $242.00 replacement unit. A motion was made by Schneider seconded by Husen to approve the purchase of a new patrol car cage with sliding windows at a cost of $242.00. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. I Attorney Fred Grunke: Presented a proposed amendment to Section 11, Subdivision 1 (3 ) of st. Joseph Ordinance 1980-A - an ordinance licensing and regulating the sale and consumption of intoxicating liquor. 1025 May BOlvle: Resolution on file at Secretary of State Office - one license to be approved for city use. $50.00 license fee for May BowIe (amend - Sec. 4, Sub. 2) approved on motion by Husen seconded by Reber. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. I Nayes: None Motion carried. possible Liquor violation: Police report reviewed on possible liquor violation at Sal's Bar & Cafe. A motion was made by Husen seconded by Reber that Council refer future possible liquor violations of State Statutes to the County Attorney's office for prosecution, and violations of city ordinance and other mis- demeanors would be referred to City Attorney for prosecution. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Liquor Hearing Date: A motion was made by Schneider seconded by Husen to set hearing on possible liquor violation by Sal's Bar & Cafe for March 5, 1981 at 9:00 p.m. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Hall Renovation: A motion was made by Schneider seconded by Reber to instruct architect to proceed with plans for renovation of the proposed city hall area for council meetings and senior citizens use. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. J . C. I s License: A motion was made by Husen seconded by Schneider to approve gambling - license as per application of st. Joseph J. C. 's. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. N ayes: None Motion carried. Lioness Club: A motion was made by Reber seconded by Husen to disapprove the request for gambling license of st. Joseph Lioness Club due to their lack of total membership of 30 as required by State Statute and City Ordinance. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. civil Defense Conference: A motion was made by Husen seconded by Reber to approve attendance of civil Defense Director at conference March 6, 1981 in st. Paul. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Simplicity Repair: A motion was made by Reber seconded by schneider to approve repair of Simplicity tractor. To haul unit to Flarity Equipment in Minneapolis - estimate $300 to $500 plus $60 - $80 for electrical repairs. unit to be checked and tested - if necessary a new motor will be purchased for $900 to $1,000. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Assessment Search Fee: A motion was made by Husen seconded by Reber to increase special assessment search fee to $10.00. I Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Annexation Board Meeting Report: Councilman Husen presented the following report on the recent meeting of the Joint Powers Annexation Board: 1026 1) Progress report on zoning and subdivision regulation ordinances. 2) study of Scherer property zoning. 3) Access to properties. 4) DO\'JntOiID redevelopment - Krebsbach Addition. 5) Lot size requirements - 8,000 - 10,000 square feet. I ~¡ayor Report: Mayor Weyrens presented the monthly APO report. APO board meeting to be held here on February 26, 1981 at 8:00 p.m. Minutes Approved: Minutes of February 5, 1981 Council meeting approved on motion by Husen seconded by Reber. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Regional Meeting: The League of Cities fall regional meeting will be held in st. Joseph on September 24, 1981 at the EI Paso Club & Lanes, Inc. Adjournment: Adjournment approved at 12:00 midnight. Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
