Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, March 5, 1981 at 7:30 p.m. in City Hall.
I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen. City Clerk, Bob Johnson; Treasurer, Leo Sadlo.
Treasurer Report: City Treasurer, Leo Sadlo, presented the monthly fund and invest-
ment report. A motion was made by Schneider seconded by Dehler to approve
treasurer report as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills Presented: A motion was made by Husen seconded by Reber to approve payment
of bills as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Stearns Heritage Cente~: A motion was made by Schneider seconded by Reber to approve
a pledge of $250.00 to Stearns County Historical Society for a proposed
Heritage Center for the year 1981. The pledge will be again considered
next year.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Liquor Violation Information: Council was advised on liquor violation hearing and
prosecution proceedures and options by City Attorney Tom Jovanovich.
Amendments to Ordinance 1980-A: A motion was made by schneider seconded by Reber
to approve adoption and publication of mnendment to Liquor Ordinance 1980-A,
establishing a fee for the special May BowIe liquor license and defining
a game room aDd the provisions of operation.
Voting for motion: Schneider, Reber, Dehler, Weyrens.
Voting against motion: Husen. Motion carried.
civil Defense Director: The resignation of Civil Defense Director Art Reber was
presented by Mayor Weyrens. On motion by Dehler seconded by Schneider
the resignation was accepted.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Liquor Hearing - 9:00 p.m.: Dale Schneider dba Sal's Bar & Cafe.
City Attorney Tom Jovanovich opened the hearing at 9:00 p.m. Licensee
Dale Schneider dba Sal's Bar & Cafe was instructed of his rights and
nature of violation by Attorney Jovanovich.
Officer Bush presented testimony and was questioned by Attorney Jovanovich
establishing date, time and place of possible violation. Attorney introduced
interview report as Exhibit #1. Officer Bush report was introduced as
Exhibit #2. Attorney read statement of Timothy Abbot. Dale Schneider,
licensee, questioned Officer Bush. witness for schneider - ID check person -
Matthew James Rheaume,presented testimony. Bottle taken from Timothy
Abbot was examined and introduced as Exhibit #3.
Council descision: to determine if there was, in fact, a violation of
- Liquor Ordinance 1980-A, Sec. 11, Subdivision 1, which provides in part:

"Permitting a person to whom the sale of intoxicating liquor is forbidden
to remain on the premises, for any purpose \\Thatsoever, except in the
company of his parent or parents, shall be a violation of the Ordinance
by the licensee."
Council Action: A motion was made by Husen seconded by Dehler that a violation I
exists according to section 11, subdivision 1 of Ordinance 1980-A.
Voting for motion: \\Teyrens, Schneider, Reber, Dehler, Husen.
Voting against motion: None ~¡otion carried.
Suspension of License: A motion was made by Husen seconded by Schneider to issue
a 5-day suspension of license following the previous 2 day suspension
dated January 22, 1981 and previously postponed. The suspension period
to be: March 22 through March 28, 1981.
Voting for the motion: Weyrens, Schneider, Reber, Dehler, Husen.
Voting against motion: None ~,Iotion carried.
A motion to close hearing \\Tas made by Reber seconded by Dehler at 9:42 p.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None ~¡otion carried.

Other Persons Present: Police Chief Bill Lorentz, Officers Randy Bush and Pete
Jansky, Matthe\\T Rheaumme, Dale Schneider, Art Lamprecht - ~¡idway Bar,
Caroll and Denny Tamm - El Paso Club & Lanes, O.C. Dierkhising -
representing the American Legion Club bar committee, Mark Zimmer -
La Playette Bar & Lounge.
~¡ost liquor licensees present requested Council consider continuation of
the practice of holding hearings on possible liquor violations locally
rather than sending them to the County Attorneys office for prosecution.
A suggestion was presented to hold hearings locally on first violation
with second violation going to county. Further review will be conducted
by the City Council and Attorneys office.
Zoning Ordinance Final Plat: Council representative on Planning Commission ~¡ike
Husen reported commission is in process of revie\\Ting final draft of
proposed zoning Ordinance update.
Gambling License: A motion \\Tas made by Reber seconded by Husen to approve gambling
license for Recreational Association.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: Kone Motion carried.
Millstream Park Improvements: A motion \\Tas made by Reber seconded by Husen to
approve the following Millstream Park improvements - with no expenditure
of funds at this time:
1 ) pistol range improvement
2) Toilet facility for scouts use

Police Chief Institute: A motion was made by Husen seconded by Dehler to approve
Police Chief's attendance at a Chiefs Institute - March 31, April 1-2-3
in Brooklyn Park, Minnesota.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Purchase of Tires for Pickup: A motion was made by Dehler seconded by Reber to
approve purchase of 2 tires for pickup (;'Iaintenance Department).

Nayes: None Motion carried.
Adjournment: Adjournment was approved unanimously at 12:00 midnight.
