Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, April 2, 1981 in City Hall at 7:30 p.m.
I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; City Clerk, Bob Johnson.
Treasurers Report: Due to the early meeting date of the month, the treasurer's
report will be submitted prior to the next meeting.
Bills Approved: A motion was made by Schneider seconded by Dehler to approve the
bills as presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Mayor Assn. Membership: A motion was made by Reber seconded by Husen to approve
the $10.00 membership fee in the state Mayor's Association.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Mothers of Multiples: A motion was made by Husen seconded by Schneider to approve
issuance of a proclamation declaring April 25, 1981; Mothers of Multiples
Day. The request was received from Lynn S. Quinn, President, st. Cloud
Mothers of Multiples.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
LMC Building Fund: On motion by Reber seconded by Dehler the Council approved the
City's cost share for construction of the new League of Cities building
I in st. Paul in the amount of $916.00 (total cost).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Park Ordinance: Approved Park Ordinance - 1981-A - on motion by Reber seconded
by Schneider with a change in park closing time to 10:00 p.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Planning Commission Report: Commission report by Council representative Husen
indicated commission working on updated zoning map. Annexation Board
has no agenda for April 8, also reported.
Downtown Commission Report: Council Representative Schneider reported commission
viewed slides and heard presentations of several architectural firms.
Downtown Study Fee: A motion was made by Reber seconded by Husen to approve a
contribution of $250.00 for use in preliminary feasibility study of
downtown re-development.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Water School Attendance: Council approved attendance of one person (Taufen) at a
water school to be held in Bloomington, MN on April 27-28-29, 1981.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.

Saw Repair Bill: A motion was made by Reber seconded by Schneider to pay $20.00 of
a saw repair bill submitted by Dick Taufen, maintenance superintendent.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Dead Bolt Lock: A motion was made by Reber seconded by Dehler to approve
installation of a dead bolt lock on maintenance building entrance.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None l\lotion carried.
APO Survey: Mayor reported on APO survey proposed for distribution in near I
future. More data coming for next meeting.
Adjournment: A motion was made by Schneider seconded by Reber to adjourn at
12:00 o'clock midnight.

Nayes: None Motion carried.
