Joseph met in session on Thursday, April 23, 1981 at 7:30 p.m. in City Hall. I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, Steve Dehler, Mike Husen. City Clerk, Bob Johnson. others Present: Dick Taufen, Maintenance Superintendant, was present to discuss work matters relating to: 1) Tree program - number of plantings, watering problems and costs were reviewed. 2) Millstream Park - grass cutting needs. 3) Street sweeping plans were discussed. Approval of Street Sweeping: A motion was made by Schneider seconded by Reber to approve street sweeping by Batzer Company at $40.00 per hour. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Park Shelter Painting: J.C.'s reportedly volunteered their services for painting park shelter building in Centennial Park. A motion was made by Reber seconded by Husen to approve painting and repair of park shelter and baseball park bleachers, and purchase of necessary materials. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. APO Meeting Report: County Commissioner and st. Joseph Township reportedly not approving changes on #134. Re-drawing of plans will be made by APO. Police Vehicle Tires: A motion was made by Husen seconded by Schneider to approve purchase of two tires for police vehicle. Estimate $125.00. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Emergency Medical Equipment: Breather - 395.00 Trauma Kit - 350.00 Air Splints - 130.00 Blankets (6) - 144.00 $1,019.00 City Cost 10% = $101.90 A motion was made by Dehler seconded by Husen to approve funding for above equipment. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Police School: A motion was made by Schneider seconded by Dehler to approve attendance of Peter Jansky (PR 22 - night stick defense training). Three day school. Voting for motion: Schneider, Husen, Dehler. voting against motion: Weyrens. Abstaining from voting: Reber. Motion carried. Liquor Applications: EI Paso Club, Inc. - Mr. & Mrs. Tamm, Claude Menzhuber; Legion club - Mark Loso; La Playette - Mark Zimmer; st. Joseph Liquor - Shoppe - Dave Hollander; Sal's Bar & Cafe - Dale Schneider; Midway Bar - Mr. & Mrs. Art Lamprecht were present to receive liquor license applications. l.r-O;1 'Ut5":± Liquor operations were briefly reviewed. Police Chief Lorentz requested operators continue a strict I.D. check, drivers license with photo or Minnesota I.D. card. Lorentz also requested licensees hold false ID cards and turn them in to Police Department. Question of getting I persons out of bars by 1:20 a.m. reviewed. Indications are that there is no great problem if people are not sitting around and drinking. Large crowd control, fire and liability questions were also discussed. May BowIe Liquor License: A motion was made by Schneider seconded by Reber to approve the special on-sale liquor license application of Henry Wentzloff, Americanna Inn, st. Cloud, for use at the annual ì'lIay BowIe to be held at st. Ben's on May 2, 1981. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Beer License Approval: A motion was made by Reber seconded by Husen to approve beer licenses of Recreational Association and baseball team for 1981 with stipulation liability insurance will be in order before issuance of license. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Gambling License: A motion was made by Dehler seconded by Husen to approve the Gambling License application of the st. Joseph Rod & Gun Club provided lease is presented prior to issuance of license. (Bond waived.) Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Monthly reports must be sent to City Clerk's office. Senior Center Resolution: A motion was made by Schneider seconded by Dehler to approve the City Clerk as Project Director and submit a grant application for renovation of the north section of City Hall as a senior citizen center. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 'SOC' Committee Appointment: The following persons were appointed to serve on the Seniors Operating Committee (SOC) by the City Council on motion by Husen seconded by Reber: Mayor Weyrens; Councilman Steve Dehler; City Clerk Bob Johnson; Community Education Director Adeline Gillitzer and the following senior citizens: Herb Dehler, Al Mohs, Sal Schneider, John Eich. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Grant Application Fire Rig: A motion was made by Schneider seconded by Reber to approve application for grant in the amount of $400.00 to the DNR for construction and purchase of the fire fighting rig. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. strike Team Agreement: A motion was made by Husen seconded by Reber to approve the strike Team Agreement with the Minnesota Department of Natural Resources whereby the City Fire Department (tanker and grass rig) will answer an emergency call from the DNR to combat a serious forest fire threat. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. --- Nayes: None Motion carried. 1035 Annexation Petition: A motion was made by Schneider seconded by Reber to approve a petition for annexation submitted by Charles Burg for the following described property: .87 A lying E of Barnes Addn. & N of Hwy of NE 4, SE 4, Sec. 10, T 124, R 29. Ayes: Weyrens, Reber, Dehler, Schneider, Husen. Nayes: None Motion carried. Minutes Approved: A motion was made by Husen seconded by Dehler to approve minutes of March 19 and April 2, 1981 as presented. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Swim Program: Cathy Lorentz appeared before the Council regards employment as swim instructor for the 1981 summer swim season. The Council has decided to advertise for an instructor, life guard and locker attendant. Salaries to be set at $4.50 per hour for instructor; life guard at $3.50 and locker attendant at $3.35. Hourly rates were increased 25¢ per hour over last season. A fee schedule obtained from the City of st. Cloud indicated local salaries were comparable, in fact, slightly higher. Planning Commission Report: The report presented by Mike Husen, Council Representative on the City Planning Commission, indicated the Commission was still working on corrections and changes of the final draft of the new zoning Ordinance. The Commission has, reportedly, eliminated the commercial segment of a PUD (Planned unit Development). A study of annexation of property on st. Ben's south line was continuing. APO: Survey of the local segment being prepared by the APO has gone to the - Commission for input. Parking Stripe Painting: Stripe painting of parking lanes in the downtown area will be initiated on a trial run basis. Sewer Meeting: Mayor Weyrens presented information relating to Wastewater plant project. st. Cloud meeting set for April 29, 1981 in st. cloud.
