Joseph met in session on Thursday, September 2, 1982 at 7:30 p.m. in Ci ty Hall. Members Present: Councilmen: Bud Reber, Steve Dehler, Mike Husen; City Clerk I Bob Johnson. Call to Order: The meeting was called to order by Acting Mayor, pro tem, Bud Reber in the absence: of Mayor Hugo B. Weyrens and Acting Mayor Herman Schneider. (Weyrens - out of town, Schneider - hospitalized for physical.) Treasurer Report: The monthly treasurer report was presented by City Treasurer Leo Sadlo. A motion was made by Dehler seconded by Husen to accept report as presented. Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. Educational-Ecclesiastical District: A motion was made by Husen seconded by Dehler to approve the Educational-Ecclesiastical District boundaries without streets or alleys as presented. Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. Council Minutes: Minutes of the August 19, 1982 meeting were presented and approved on motion by Dehler seconded by Husen. Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. Payment Approved: On motion by Dehler seconded by Husen the Council approved I payment of $195.00 to former police patrolman Rob Schwegel for salary amount deducted from National Guard duty earnings in March, 1979. The deduct was made in error based on City policy relating to jury duty. The first request for payment of the $195.00 deduct was received by certified mail dated August 24, 1982. Stearns Action Committee: The following resolution was approved on ·motion by Husen seconded by Dehler: Be it resolved that we, the undersigned Council members of the City of st. Joseph,support the following steps that we feel our commissioners should be taking concerning solid waste disposal in Stearns County. 1. Research and initiate a waste separation program. 2. Recycle (cardboards, glass, metals, etc.) 3. Encourage the construction of safe incinerators to produce energy. 4. Analyze and find a use for incinerator by-products. 5. Find the safest possible (geologically) suited demolition site the County has. 6. Closely monitor what ends up in the demolition site. Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. Clarifier Plans & Specs: Engineer Joseph Bettendorf presented final plans and specs on the Wastewater Plant primary clarifier. Bid opening proposed for I October 5, 1982 at 10:30 a.m. Bid award to be made on october 7, 1982 at the City Council meeting. The bid will be on equipment only. Installation cost estimate placed at $4,000-$5,000. A motion by Dehler seconded by Husen to approve the advertisement for bids. Ayes: Reber, Dehler, Husen. 1l°A; _ _ Lju Nayes: None Motion carried. Engineer Bettendorf also presented copies of the Educational~Ecclesiastical District boundary map. Engineering data on a possible storm sewer extension I on Date street presented - estimate of cost: $45,000-$60,000. College Avenue storm sewer sizing (15") not considered adequate. Bettendorf also indicated he had conversations with PCA and engineer Don Carley regards City Wastewater Plant upgrading project - a revised agreement and cost estimates to be prepared. Main street II: A motion was made by Dehler seconded by Husen to approve attendance of two council persons at the Main Street II Cónference in Minneapolis on October 1, 1982. Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. swim Program: Copies of 1982 swim program report presented to Council. Total cost of program - $3,827.25 Registration fees totaled ~ $911.00 Total participants: 189 City -~- 80 (.4233) % Town -~~ 67 (.3545) Other ~- 42 ( .2222) The program had 4 two week sessions starting on June 14 and ending on August 6, 1982. Bills: A motion was made by Dehler seconded by Husen to approve bills as presented. - Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. Burning Ordinance: Newly proposed burning of leaves ordinance examined - copy submitted to attorney for review. Approval to be made at next Council meeting. Storm Sewer - North Side: Heavy rains reportedly caused rock slides at north side of Highway #75 storm sewer exit. A motion was made by Dehler seconded by Husen to approve purchase of materials necessary to correct problem. Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. APO: APO TAC Advisory Board meeting scheduled for September 13, 1982. - Floral Arts: Floral Arts building addition question to be submitted to Planning Commission at September 13 meeting. Recess at 9:00 p.m. Revenue Sharing Hearing: The Revenue Sharing Proposed Use Hearing of EP14 Entitlement Funds was opened at 9:05 p.m. Nine persons were present for the hearing. The following recommendations or suggestions were presented. 1) Use of funds for a percentage of clarifier replacement cost. 2) Payment in full of Morningside Park area. 3) Engineering fees for a proposed utilities survey. 4) Zoning, etc. Ordinance copies, etc. - $2,000. 5) Cushman cart ~ 3-wheeler for maintenance - $2,000. 6) Used Bobcat - maintenance ~ $2,000. - 7) Teen Center study - $1,000. 1126 The entitlement amount for period 14, after an adjustment for period 13, has been computed as $36,510.00. The estimated allocation for EP14 had been $21,334.00. The increase is primarily due to the drop in per capita income from $4,211.00 to $3,867.00. Husen Report: September 9, 1982 - APO meeting - 10:00 a.m. September 9, 1982 - 7:30 p.m. - Council, Planning, College and student representatives, neighborhood group, police department, landlords scheduled to meet regards student housing and related problems. September 15 - Transportation Board meeting. Councilman Dehler reported the APO was preparing a parking study - dmmtmm area. study expected to be completed by end of October. Another letter to be dispatched to residents having rubbish, debri, dutch elm tree problem. Notice of 48 hour cleanup deadline to be included.
