Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, September 16, 1982 at 7:30 p.m. in City, Hall.
I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; City Clerk, Bob Johnson.
Also Present: Jerry Henkemeyer, Park Refuse Service, city contract hauler, presented
an update of current refuse hauling and landfill problems. Are-cycling
program reviewed. The st. John's incinerator operation examined. Garbage
pickup to remain at 2 pickups per week until January 1, 1983.
Rod & Gun Club: President of the st. Joseph Rod & Gun Club, Ken Hiemenz, presented
a proposal for development and operation of a shooting range. Council to
study proposal and submit copy to City Attorney for review. Pro-rata
agreement No. 14 (a through e), page 2 would be negotiable, according to
Hiemenz.
,Bush Unemployment Appeal Hearing: The appeal hearing on Randall L. Bush unemployment
compensation case was held on September 14, 1982 at 11:05 a.m. in st. Cloud.
The hearing was conducted by a hearing officer from the st. Paul office of
Economic Security. In attendance were Randall Bush, claimant; Chief Lorentz,
witness for claimant; and Attorney Fred Grunke and City Clerk Bob Johnson,
representing the city.
Attorney G;runke presented appeal matters. witnesses provided testimony and
answered questions. Bush is currently on unrequested leave of absense with
pay until final determination of allegations of misconduct are made by the
arbritration board. Bush is also drawing unemployment compensation at the
- same time in the amount of $165.00 per week. Regular salary is currently
$1,360.00 per month plus call outs for court appearances. The testimony
- was recorded and exhibits were documented. The hearing ended at 12:20 p.m.
A decision is expected within three weeks.
Housing Complaints: Two housing complaints, one by certified mail, have been
acknowledged. Acting building inspector, Bud Reber; Fire Marshal, Mike Loso
and City Clerk, Bob Johnson inspected the apartments named in the complaints
on september 9, 1982 at the Cloverdale Townhouses located on East Baker Street.
A motion was made by Reber seconded by Husen to bring complaints and suggestions
for solution to the attention of the rental agent.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Election Canvass: A motion was made by Dehler seconded by Reber to approve election
canvass as conducted and presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
3.2 Beer License: A motion was made by schneider seconded by Husen to approve the
3.2 beer license application of Patricia Beste for Herk's Pizza, formerly
Et Cetera, Etc. Inc. , 19 Minnesota Street West.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
I Nayes: None Motion carried.
Variance and Special Use Hearings:. A motion was made by Schneider seconded by Reber
to approve publication of notice of three hearings:
Oct. 4, 1982 ..., 1) 6:30 p.m. - variance - R.W. Kelly property.
2) 7:30 p.m. - special use - Krebsbach Chevrolet, Inc.

3) 8:30 p.m. - special use - Hollander property
Notices to be published on September 22, 1982 in the st. Cloud Daily Times. .

Fire Chief Conference: A motion was made by Reber seconded by Husen to approve I
Fire Marshal Mike Loso's attendance at the fire chief conference.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Husen Report: Planning: Floral Arts Shop expansion question reviewed. Area
zoned industrial - no do'm zoning to commercial permissible. Question
raised regards new Zoning Ordinance publication and availability.
APO office to prepare (29' x 35") Zoning maps at $1.50 each. Council to
review map at next meeting - October 7, 1982.
APO: Budget and work plan of APO approved, according to Mayor Weyrens. Member-
- ship fees up 3%. Wages of APO Personnel up 5% for 1983.
College-Citizens-Council Meeting: A meeting of Council, Planning members, College
administration, approximately 40 students, residents and Police Department
was held on September 9, 1982. Housing Ordinance and other areas of
concern were examined and reviewed.
Wage Committee: Mayor Weyrens appointed Councilmen IIlike Husen and Herman Schneider
to the city wage committee. The committee to become operational after
October 1, 1982.
Police Department Purchases: Police vehicle tire replacement needs cited. Price -
on all-seasonal tires to be obtained.

Bo Diddley Race: The race scheduled for September 18 - st. John's to st. Joseph
on County #2 will finish at Sal's Cafe alley and parking lot.
Sludge Truck: A motion ,,,as made by Schneider seconded by Reber to approve sludge
truck valve job - $150.00 (estimate) .
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None IIlotion carried.
Adjournment: A motion was made to adjourn at 9:50 p.m.
