Joseph met in session on'October 7, 1982 at 7:30 p.m. in City Hall. I Members Present: Acting Mayor Herman schneider; Councilmen: Bud Reber, Steve Dehler, Mike Husen; City Clerk Bob Johnson; Treasurer Leo Sadlo. (Absent: Mayor Hugo Weyrens - out of city.) Treasurer Report: Leo Sadlo, treasurer, presented the monthly fund and investment report. A motion was made by Husen seconded by Reber to approve the treasurer's report as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Hearings - Special Use: Krebsbach Chevrolet, Inc. - special use. Recommended by Planning Commission to be approved - installation of gas pumps on abutting property EYz of Lot 13, Blk 10, Original Townsite. A motion was made by Husen seconded by Dehler to approve the special use permit for Krebsbach Chevrolet Inc. as requested. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Dave Hollander - special use permit for gas station erection next door to Hollander's Country store. A motion was made by Husen seconded by Reber to approve the special use permit as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. I Variance - Kelly Property: The request for variance from lot size requirements in an R-2 single family residence district to permit construction of a single family residence on the Sly 92' of Lots 7 and 8, Blk 1 of Loso's 4th Addn. was approved as recommended by the Zoning Board of Appeals on motion by Reber seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Clarifier Bids and Information: Engineer Gale Eastwood presented the following bid information and other data relating to the Wastewater plant Clarifier replacement or repair project. Bids opened on October 5, 1982 were: Alternate "A" "B" 1) Fadden Pump New Brighton, MN (Smith-Loveless) 24,331 32,326 2) Envirex Edina, MN (Envirex) 28,535 --- 3) Danco, Inc. st. Dorr-oli ver was the original equipment supplier in 1961. Quote received in the amount of $9,980 for replacement parts. Installation cost estimate set at $4,000 by engineer. Replacement of parts on original equipment recommended by Engineer Eastwood. The quote included three I bearings for future installation when necessary. Bids Rejected Motion: A motion was made by Dehler seconded by Reber to reject all bids as presented for primary clarifier replacement. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Motion to Purchase Parts: A motion was made by Reber seconded by Husen to accept quote of Dorr-Oliver Inc. for replacment parts on Order No. 46467 - Quotation No. 86035 dated October 1, 1982 and signed by Thomas E. Kroth. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Council Minutes: A motion was made by Dehler seconded by Reber to approve Council minutes of September 2 and 16th, 1982 as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried Bills: A motion ,,,as made by Reber seconded by Dehler to pay bills as presented. - Ayes: schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Police Chief Request: Police Chief Lorentz requested approval to send two members of the police department to a regional training session in st. Cloud - total cost $80.00 - October 14, 1982. Approved on motion by Reber I seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. wine License: A motion was made by Husen seconded by Reber to approve the wine license application of Patricia Beste for Herk's Pizza. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Gambling License: The application for gambling license submitted by the st. Bens Rugby Club was approved on motion by Husen seconded by Reber. Voting for: Husen, Reber, Schneider. Voting against: Dehler. Motion carried. Councilman Dehler indicated a clarification of fund use would be desirable. Maintenance Dept. Purchases: Request for two rain suits (1982 budget item) and two tires for the Maintenance Dept. pickup truck were approved on motion by Dehler seconded by Reber. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Final plat Cedar Village: A motion was made by Dehler seconded by Husen to approve the final plat and special assessment split for Cedar Village Townhouse Addn. I Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Surplus Property Program: A motion was made by Reber seconded by Dehler to approve membership in Federal Surplus Property Program at $25.00 per year to assist 1131 in continuance of program. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried I Mid-Year Budget Report: All Council members were presented a mid~year budget report copy. Notice of Hearing: A motion was made by Dehler seconded by Reber to approve publication of notice of hearing to be held at 8:00 p.m. on October 21, 1982 relating to a summary budget and revenue sharing application. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 1983 Tax Levy: A motion was made by Dehler seconded by Reber to approve the following 1983 tax levy: General Revenue 104,459.00 Street Maintenance 5,000.00 Lights 14,000.00 Recreation 15,000.00 Special Levy: Tort J./Lia. Ins. 5,992.00 Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Resolution Ordinance 1982~A: A motion was made by Husen seconded by Reber to adopt a resolution directing clerk to publish a notice informing the public of intent of zoning Ordinance 1982-A and that ordinance is available for inspection during regular office hours of City Clerk and to post notice. Ayes: schneider, Reber, Dehler, Husen. Nayes: None Motion carried. - (Resolution of file.) Resolution Ordinance 1982-B: A motion was made by Husen seconded by Dehler to adopt a resolution directing clerk to publish a notice informing the public of the intent of Sub-Division Regulation Ordinance No. 1982-B and that ordinance is available for inspection during regular office hours of the City Clerk and to post notice. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. (Resolution on file.) Official Zoning Map: A motion was made by Reber seconded by Husen to approve publica- tion of the official Zoning Map of the City of st. Joseph. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Rifle Range Data: Attorney letter dated October 4, 1982 relating to Rod & Gun Club lease at Millstream Park and related information presented to Council for study and review. Attorney letter also indicated further examination of matter is being made. Burning Ordinance: A motion was made by Reber seconded by Husen to approve publication of the proposed Burning Ordinance No. 1982-E permitting the burning of dry leaves in the City of st. Joseph from dawn to 8:00 p.m. on Tuesday, Thursday, Friday and Saturday beginning with the second Tuesday of October and ending with the last Saturday in November of each year. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. l1QO u¿ Bo Diddley Race Letter: Copies presented to Council. Noise Ordinance Copies: Presented to Council. Well No. 2: A motion was made by Dehler seconded by Schneider to clean and repair I pump and Well No. 2 as per Donabauer Well Company quote of $2,000.00 estimate. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Recreation Assn. Report: Councilman Reber reported project details on Rec. Assn. re-sod of softball field "A". James Brummer was director of the project. Dmmtown Renewal Conference: Report on conference attendance in Minneapolis by James Landwehr, Walter Bruns, Steve Dehler and Mike Husen presented by Husen.
