Joseph met in session on Thursday, October 21, 1982 at 7:30 p.m. in City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, Steve Dehler, Mike Husen. City Clerk, Bob Johnson. Others Present: Mike strickler; Roman Reber, Building Inspector. Counèil Minutes: A motion was made by Husen seconded by Reber to approve the Council minutes of October 7, 1982. Ayes: Weyrens, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. zoning Board of Appeals: A motion was made by Schneider seconded by Dehler to grant variance as requested by the College of st. Benedict to erect sign on their property with a zero lot line setback on College Avenue South. Plans and specs had been reviewed and approved by City Engineer Bettendorf and recommended for approval by the Zoning Board of Adjustment and Appeals. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Assessor Workshop: A motion was made by Schneider seconded by Reber to approve the attendance of City Assessor Lesnick at assessor workshop in st. Cloud on October 27 and 3-day annual workshop the first week of November. (50/50 cost share) Ayes: Weyrens, schneider, Reber, Dehler, Husen. Nayes: None Mótion carried. CDBG Workshop: On motion by Reber seconded by Dehler the Council approved the attendance of Engineer Bettendorf and City Clerk Bob Johnson at a small cities grant program workshop in st. Cloud on November 8, 1982. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Park shelter Building Damage: Property damage to warming house-concession at baseball park reported. The structure damage was reported on 10-10-82. A motion was made by Reber seconded by Husen to accept the quote of $1275 for project repair. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Election Judges: The following persons were approved as election judges for the general election November 2, 1982: Rose Mayor, Lee Lindskog, Evelyn Durkee, Bob Viehauser, Roman Reber, Kay Schwab, Jeanette Reber, Mike Doyle, Mike Thelen, Doris Johnson, Gerri Potter (reserve list). On motion by Dehler seconded by Reber. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Unemployment Compensation Case: City Clerk reported receiving notice from the Minnesota Department of Economic Security stating the Appeals Tribunal had reversed the decision of the claims deputy and approved the city's appeal against the payment of unemployment claims to Randall L. Bush while receiving full salary and benefits. Zoning and Sub-Division Ordinance Printing: A motion was made by Dehler seconded by Husen to approve printing of 25 copies of Ordinance No. 1982-A and Ordinance No. 1982-B for 3-ring binders and 50 copies of Sub-Division Regulation Ordinance - with cover and binding, 200 copies of zoning Ord. No. 1982-A 1134 with cover and binding. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None !\lotion carried. Budget Summary Hearing: Hearing opened at 8:00 p.m. The following persons were also present: Mike Strickler, Roman Reber, Deb Dorshorst, editor of the st. Joseph Courier, Mr. and Mrs. Robert Borresch, Art Novak and Bill Lorentz. City Clerk presented budget summary and revenue sharing data. There were no questions presented, After a review by the Council, a motion was made by schneider seconded by Dehler to close hearing at 8:30 p.m. Gun Range Information: A motion was made by schneider seconded by Reber to table question until next meeting. Capital Outlay and Salary Requests: Copies of 1982 salary and capital outlay requests were presented to Council. Water School, A motion was made by schneider seconded by Reber to approve attendance of Dick Taufen at a water school in st. Cloud on October 27, 1982. Ayes: Weyrens, schneider, Reber, Dehler, Husen. Nayes: None !\lotion carried. Well No. 2 Problem: Councilman schneider presented a report on the Well No. 2 treatment project. Cave-in outside of building reported. waiting for contractor's report on project. Wage Committee Report: Councilman Husen reported on the schneider-Husen wage committee progress. Data presented to Council for study. Transportation Board: Husen report: Transportation Board meeting - goals and plans reviewed - map to be presented - alternatives to be provided for public hearing. Planning Commission to meet November 1. Board of Appeals met on Oct. 18,1982. No Smoking: Councilman Dehler made a motion to designate council chambers as a "no smoking area" seconded by Reber. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Meeting Flags: J.C. 's reportedly, by Mike Strickler, to consider purchase of flags for meeting room. Mayor Report: Mayor Weyrens reported on section 8 housing repairs and letter. APO: Meeting at st. Joseph Tmm Hall on October 28, 1982. st. Cloud City plans - to be present.
