November 6, 1982
Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, November 6, 1982 at 7:30 p.m. in City Hall.
I Members Present: Mayor Hugo Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen. (Absent: Bob Johnson, City Clerk - out of city.)
Treasurer's Report: City Treasurer Leo Sadlo presented the monthly fund and
investment report. A motion was made by Schneider seconded by Husen to
except treasurer's report as presented.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Well #1 Report: Councilman schneider reported that Well No. 1 is still having
problems. New bearings and shaft have been installed.
Bills Approved: A motion was made by Reber seconded by Dehler to pay bills as
presented.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes Approved: A motion was made by Husen seconded by Reber to approve minutes
of October 21, 1982 as presented.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Hearing: El Paso Ditch - 8:00 p.m.: Claude Menzhuber and Denny Tamm were present
to discuss the ditch problem at the EI Paso Club. Mr. Menzhuber agreed to
fill the ditch with soil-type material from now on, as recommended by
City Engineer Joe Bettendorf.
Hearing: Carl Caspers - 8:15 p.m.: Mr. Caspers was present representing the
International Practical pistol shooters Confederation of st. Cloud. He
expressed the confederation's opinion of the rifle range in Millstream Park.
The club had sponsored a shoot October 10, 1982 at the Millstream range.
Mr. Caspers felt the range was adequate for their use and hoped the club
could continue using it. He also felt the range should probably have more
fencing to protect people from walking into the area.
Election Canvass: A motion was made by schneider seconded by Husen to except
election canvass as presented.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Cable News Letter: A motion was made by Husen seconded by Schneider to turn down
subscription to Cable News Letter.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Attorney Resnick Letter: Attorney Resnick letter received stating that Randall L.
Bush intends to exercise his rights of veterans preference, and hereby
demands a hearing.
City Attorney Letter: city Attorney Tom Jovanovich sent a letter recommending that
Attorney John Quinlivan be chosen to be the city representative for the
3-man arbitration committee.
A motion was made by Reber seconded by Dehler to accept Attorney John Quinlivan
as city representative.

Snow Removal Parking: Chief Lorentz stated that his department will be giving
warnings to the people who's cars are parked after hours on the streets I
for the month of November. After December 1 the cars will be ticketed.
Cars will only be towed when the snow plow is coming through. If a
person needs to park on the street over night they should call the police
department and an exception will be made. Notices will be sent with the
water bills concerning this policy.
Halloween Patrol: Police Chief Bill Lorentz reported on a Halloween patrol made
up of J.C. 's, Chamber of Commerce and Lions Club members.
A motion was made by schneider seconded by Reber to send a letter of
thanks to these groups.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None !\lotion carried.
Councilman Husen Report: The Planning Commission met Monday, November 1, 1982.
There will be a public hearing sometime in December concerning property
owned by Dave Pfannenstein. Council to check into building on an alley -
legal question. Access to highway, water main, cost assessment, etc. will
be checked.
Mobil home discussion - specs on what is considered a single family
residence.
Transportation Board meeting ,'!"ill be Wednesday, November 10, 1982.
ìllaintenance Dept: Job descriptions for all three maintenance personnel ,,,ere
received from Dick Taufen, Maintenance Superintendent.
Salary Discussion: Councilman Husen reported on the wage meeting with the city
employees. Suggestions were made by the Council on ,,,age increases.
Council would like the ,,,age committee to bring these suggestions back
to the employees. Council also discussed other requests made by the
city employees.
Adjournment: Meeting adjourned at 10:28 p.m.
