Joseph met in session on Thursday, December 2, 1982 at 7:30 p.m. in City Ha I I . ~~embe rs Present: Counci Imen: Herman Schneider, Bud Reber, Steve Dehler, Mike I Husen; City Clerk, Bob Johnson. (Absent: Mayor Weyrens - out of city.) Meeting was opened by Acting Mayor Herman Schneider. Others Present: Mike Loso, Mayor-Elect; Ken Hiemenz, Rod & Gun Club President. Treasurer Report: City Treasurer Leo Sadlo presented the monthly fund and iòvestme~t report. The report was approved on motion by Reber seconded by Deh ler. Ayes: Schneider, Reber, Dehler,Husen. Nayes: None Motion carried. Counci I Minutes: A motion was made by Reber seconded by Dehler to approve Counci I minutes of November 18, 1982 as presented. Ayes: Schneider, Reber, Dehler, Husen. Nàyes: None Motion carried. Rifle Ranqe Question: A request from the City's Parks Commission, to table the rifle range question, was presented by Counci I Representative Reber. The commission requested additional time to al low the question to be presented to and examined by a larger number of City residents. Ken Hiemenz, Gun Club President, indicated his organization is interested in participating in preparation of a resident survey. Supervision by a range master was also examined. I A motion was made by Husen to approve "in principal" a rifle range and appoint a committee to formulate plans for usage of such range, seconded by Reber. Ayes: Schneider, Reber, Dehler, Husen. Arbitrator Selection: Ina letter received November 29, 1982 the City was advised that Randal I Bush and counsel had selected Bruce Hartigan to act as the arbitrator at the hearing in the police investigation case. Unemployment Com~nsation Appeal: The City received notice, on November 23, 1982 from the Department of Economic Security, that Randal I L. Bush had fi led an appeal to the October 15, 1982 decision of the Appeals Tribunal that had terminated unemployment compensation payments to Bush whi Ie he was drawing ful I salary and benefits. Bush had received a total of $1320.00 in unemployment compensation prior to the decision upholding the City's appea I . Parks Commission Minutes: Minutes of the September 27 and October 18, 1982 Park I Commission meetings were received by Counci I members. 12 Townhouses: The Counci I has been notified by the Minnesota Housing Finance Agency that an appl ication has been received by that agency for construction of 12 additional Townhouses on 10th Avenue South East near East Baker Street. 1141 Selection of proposed developments wi I I take place in January, 1983. LMCIT Insurance Pro~ram: In an inquiry from the League of Cities received in November, I the City has indicated it would be wi I I ing to participate in a restructuring of the current self-insurance property/casualty insurance program currently being operated for member cities, provided the cost was competitive. Ph i I Durkee Leave of Absence: A motion was made by Dehler seconded by Husen to acknow I edge Ph i I Durkee's request for a leave of absence from duties with the city Planning Commission from February to June, 1983. Durkee has been appointed director of the Spring French program in Aix-en-Provence, France, by St. Ben's and St. Johns. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Garbaqe Pickup for 1983: Erv Bueckers, Bueckers Refuse, Melrose; and Jerry Henkemeyer, Park Refuse, St. Cloud, appeared fefore the Counci I regards garbage pickup service for 1983. Discussion relating to re-cycl ing, number of pickups per week, picking up of appl iances, etc. and other pertinent matters was held. On motion by Reber seconded by Husen the Counci I approved the bid process for garbage pIckup in 1983. Ayes: Schneider, Reber, Dehler. Husen. Nayes: None Motion carried. Bids to be publ ished December 7 and opened on December 16 at 10:00 a.m. I al lowing the Counci I to act on the matter at the December 16, 1982 meeting. Street L i qht Installation: A motion was made by Dehler seconded by Reber to approve installation of an appropriately sized street I ight at the corner of 9th Avenue Southeast and Minnesota Street East. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Planninq Report: Counci Iman Husen reported on structure of a Land Use Pol icy Committee of the APO. Two representatives from each member city or town. Committee to review Zoning policies. Husen and Ben Kremer to be City representatives. The first meeting has been set for December 15, 1982. A report of Husen and Kremer attendance at the annual Planning Institute in Minneapol is on November 30, 1982 was also presented. Review of new Zoning and SubDivision laws was held. Maintenance Department Report: Dick Taufen reported damages to a city plow and a mai Ibox after the plow struck a manhole at 6th Avenue Southeast after the last snowfa I I . & A motion was made by Dehler seconded by Reber to approve a request to purchase an additional plow and frame and repair the transmission on one of the F-800 trucks.
