Pursuant to due call and notice thereof, the City Council of the City of st. Joseph
met in session on Thursday, May 20, 1982 at 7:30 p.m. in City Hall.
I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
steve Dehler, Mike Husen; City Clerk, Bob Johnson. Attorney Tom Jovanovich.
County #75 and EI Paso Ditch Question: stearns County Highway Department has approved
and signed a permit to allow EI Paso Club & Lanes, Inc. property owners to
fill the ditch abutting their property on the north, a part of County
Highway #75 right-of-way, according to permit specifications. The permit
requires the City to sign in concurrence. The document and project will
be reviewed by City Attorney Jovanovich, engineering and maintenance
departments.
Hall Project Notice of Lien: Information relating to a Notice of Lien on the City
Hall renovation project was turned over to City Attorney Jovanovich.
Gambling Ordinance Review: Attorney Jovanovich presented an update of the state
statute relating to gambling. Council to review and consider state law
changes. Licensees to be invited to the June 17 Council meeting at
9:00 p.m. on motion by Husen seconded by Reber.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Krebsbach Chev. Inc. Agenda Hearing: (8:00 p.m.) Ray Krebsbach, Krebsbach Chevrolet,
Inc. , introduced Attorney Roger Nierengarten as the speaker, representing
a number of citizens. Nierengarten indicated a group of citizens had
I become aroused regards the operation of the city police department and
insist an investigation of the department be conducted. Nierengarten
requested Council consider proce .dures for investigation, that he,
Nierengarten, and City Attorney Tom Jovanovich meet to discuss proce ,dures
and present some type of recommendation to the City Council. Attorney
Nierengarten also indicated he had ten sworn affidavits of misconduct
within the police department and expected more cases to be documented.
A motion was made by Schneider approving a meeting of City Attorney Tom
Jovanovich and Attorney Roger Nierengarten to determine proce ;dures of
investigation and submit a recommendation to the City Council. Confidentiality
of doçµments will be maintained by both attorneys. Councilman Husen questioned
Schne~der's motion - and indicated he cannot vote for the motion until the
intent of the attorneys meeting, on how the investigation will be conducted
has been brought back to the Council. The motion was seconded by Dehler.
There being no further discussion.
Voting for motion: Schneider, Reber, Dehler, Weyrens.
Voting against motion: Husen Motion carried 4 to 1.
(Approximately 105 persons were in attendance.)
Rifle Range Questions: Question of rifle range located near park area raised by
Attorney. Liability and insurance question to be explored.
Zoning, Sub Division Ordinances ,Map: A public hearing has been scheduled for July 8,
I 1982 - 7:30 p.m. on motion by schneider, seconded by Husen, to hear comments
on the newly proposed Zoning, Sub Division Ordinances and official Zoning Map.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Senior Meeting Report: The Senior Citizen Operating Committee met on May 12, 1982
at 10:00 a.m. Resignations of Mayor Hugo Weyrens and City Clerk Bob
Johnson were presented and accepted. No person present accepted the
chairmanship of the committee. A chairman is expected to be chosen at
the next senior citizen meeting. Donna Walberg, R7W Program Director, I
provided information relating to operation of center.
Summer Youth Jobs: The city was allocated 4 positions under the Governor's Summer
Youth work program. The City Clerk's office interviewed 33 applicants.
50% had to be economically disadvantaged
30% had to be going on to post secondary education
50% male - female
Names were drawn by lot. Program starts June 14th. The following were
hired on motion by Reber seconded by Dehler:

Park Refrigerator: A motion was made by Reber seconded by Husen to approve
replacement of refrigerator at Centennial Park ($100.00).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None IIlotion carried.
Transportation Committee: Reported examining alternate route to north crossing
County Higm"ay #134. Next phase for APO I s Bill Hansen will be a study
of west and south of County #3 to south of County #2 to develop a possible I
traffic corridor to relieve pressure on a number of residential streets.
Policies and proceedures for hearin~, condemnations, etc. are being
prepared by the APO.
Councilman Husen to provide copy changes of proposed Zoning Ordinance -
copies to Council. Council to receive and examine official map.
Purchases - Maint. Dept. : On motion by Reber seconded by Dehler the Council
approved $350.00 expenditure for weed killer, cleaning fluids and misc.
items.

Minutes May 6: The council minutes of May 6, 1982 were approved on motion by
schneider seconded by Husen.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Board of Review: The minutes of the Board of Review dated May 13, 1982 were
approved on motion by Schneider seconded by Husen.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
