Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, June 3, 1982 at 7:30 p.m.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler; City Clerk Bob Johnson, City Treasurer Leo Sadlo.
(Absent: Mike Husen - out of town meeting.)

Treasurer Report: Leo Sadlo, treasurer, presented the monthly fund and investment
report. A motion was made by Schneider seconded by Reber to approve
treasurer report as presented.
Ayes: Weyrens , Schneider, Reber, Dehler.
Nayes: None Motion carried.
Bills: A motion was made by Reber seconded by Dehler to pay bills as presented.

Nayes: None Motion carried.
Council Minutes: A motion was made by schneider seconded by Reber to approve
Council minutes of May 20 and Senior Operating Committee minutes of May 12, 1982.
Ayes: Weyrens, schneider, Reber, Dehler.
Nayes: None Motion carried.
Hitching Post: A motion was made by Dehler seconded by Reber to discontinue financial
arrangement with the Hitching Post at the end of June, 1982.
Ayes: Weyrens, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Summer Recreation Program: City Clerk instructed to discuss salary question with
Summer Recreation Director Pat Schneider.
Ted Duncan Hearing: Mr. Duncan indicated he had a buyer for property located on
East Minnesota street just outside the City boundary. The question of
a part of the property being dedicated for street purposes (possible 11th
Avenue NE) was reviewed. city water installation related to property use.
Single family construction use currently proposed by Duncan. Further
study or meetings to be scheduled.
Police Investigation Report: City Attorney Tom Jovanovich reported having a brief
meeting with Attorney Roger Nierengarten relating to a recommended police
department investigation. No decisions have been made as yet. Jovanovich
requested authority to hire an investigator if necessary. The City would
. assume the cost. The proceedure of investigation has not been determined
at this time. Investigator time factor estimated at 10 to 30 hours.
A motion was made by Reber seconded by Schneider to approve the request of
Attorney Jovanovich to hire an investigator to look into police department
allegations.
Ayes: Weyrens, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Hall Project Report - Lien: Attorney Tom Jovanovich reported letters had been
dispatched to Simonson Cashway and the project Bonding Company regards
possible liens.
EI Paso Ditch: Engineer Joe Bettendorf presented a proposal relating to the El Paso
ditch filling project. Bettendorf indicated the storm sewer under County
Highway #75 presented a problem, a County problem. Jet machine cleaning

of culvert proposed as first step. The culvert length is estimated at
approximately 180'.
The engineering proposal indicated:
1 ) County agreed to provide materials - estimated cost: $2,900.00.
2) Property O''i"ller to pay labor costs - estimated cost: $1,700.00.
3 ) City to pay supervision costs - estimated cost: $500.00.
(Total estimated cost - $5,100.00) -
Resolution: A motion was made by Dehler that:
1 ) if County cleans culvert
2) supplies materials
3 ) cleans north side drainage and:
El Paso club fills ditch according to specs and pays $300.00 toward
labor costs (all matters in writing) then:
City will pay balance of labor and supervision costs. The motion
was seconded by schneider.
Voting for the motion: schneider, Reber, Dehler.
Voting against motion: Weyrens.
Motion carried: 3 - 1.
Fire Chief and Maintenance Chief Present: Fire Chief Bill Wasner and Maintenance
Chief Dick Taufen were present to discuss a proposed st. Cloud and nearby
Cities ordinance relating to the burning of leaves.
Wastewater plant Grant, Etc. Report: Engineer Bettendorf reported on a meeting he
and City Clerk Bob Johnson had in Roseville with the Minnesota pollution
Control Agency relating to the City's options for wastewater plant
upgrading. Copy of report placed in project file.
Legion Request: The American Legion, st. Cloud, request for financial assistance
for its 4th of July fireworks display was tabled.
4th of July Police: A motion was made by Dehler seconded by schneider to request
st. Joseph Parish Committee provide five police persons for the 4th of
July celebration.
voting for motion: Schneider, Weyrens, Dehler.
Abstaining: Reber IIlotion carried.
A motion was made by Schneider seconded by Dehler to approve hiring two
part-time police officers for the 4th of July.
Voting for the motion: schneider, Dehler, Weyrens.
Abstaining: Reber lIlotion carried.
Noise Ordinance: Police Chief Lorentz requested Council consider an ammendment
to the Noise Ordinance to include loud stereo playing during all hours of
the day or night.
Building Inspector Present: Roman Reber, City Building Inspector, presented some
questions relating to housing and zoning ordinance. Hearings and passage
of a new Zoning Ordinance, subdivision Regulation Ordinance and official
Zoning map to be held July 8, 1982 , will answer some of the questions.
