Joseph met in session on Thursday, July 1, 1982 at 7:30 p.m. in city Hall. I Members Present: Acting Mayor, Herman Schneider; Councilmen: Bud Reber, Steve Dehler, Mike Husen; City Clerk, Bob Johnson. Others Present: Police Chief Lorentz; Debbie Dorshorst, st. Joseph Courier editor. Minutes Approved: Council minutes of June 3 and 17 were presented. Minutes were approved on motion by Reber seconded by Dehler. Ayes: schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Wastewater Plant Matters: Engineers Gale Eastwood and Joe Bettendorf were present to discuss Wastewater Plant matters with Council. Bills: A motion was made by Husen seconded by Reber to pay bills as presented. - Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. R7W Bids: A motion was made by Husen seconded by Reber to approve bid purchases from R7W by City Clerk. Ayes: schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Hearings: July 8 - 7:30 p.m. hearings will be held on the following ordinances: Zoning - 1982-A, Sub Division Regulations - 1982-B and zoning Map. Post Office Job: A letter from Albert Ehlen, post office building contractor, requesting an additional payment of $151.00 was presented. City records do not agree with the request. Rifle Range: Attorney Jovanovich presented information relating to the operation of a rifle range. 1) Question of ultra hazardous activity - (liable) 2) If not hazardous ( a) supervise - city only (b) controlling access ( c) fenced and locked (d) rules - age - experience - ammo time of use must be controlled and recorded (e) warning signs (f) area surrounding - must be made safe. Attorney to prepare document - police use only to be determined. Insurance question to be resolved after information has been received from Company. Hearing - 8:17 p.m.: Delinquent utilities: Five notices were mailed to delinquent accounts. Landmark Realty - James Landwehr and Don Landwehr were present. Total past due on property rented or owned by Landmark Realty - $515.14. James Landwehr indicated some of the accounts should be the responsibility of Ted Merickel Construction. A further analysis to be made - Merickel to receive hearing notice. - City utility billing policy was reviewed. A motion was made by Reber seconded by Dehler that City continue to certify delinquent accounts to County Auditor. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. No one else appeared for the hearing. The hearing was closed at 8:45 p.m. 1112 Duncan Property: Deferred assessment question to be researched. City could purchase then assess benefits to area at a later date. Engineer Bettendorf: El Paso ditch project (County permit). A motion was made by Dehler that City concur with County permit relating - to El Paso ditch project after paJ~ent of $300.00 by El Paso. Seconded by Reber. Schneider, - Ayes: Reber, Dehler, Husen. Nayes: None Motion carried. 3/4 culvert reported open - 96' laid - 126' remaining. Approved to fill ditch up to manhole. North side - need for slope protection cited. Black- top or rip rap to be utilized. Engineer Eastwood Report: Engineer Gale Eastwood presented a wastewater plant report: Primary clarifier has deteriorated to the point of replacement need. Eastwood presented details on problem and replacement needs. 1 ) Darco - $25,000 - (20-24 weeks - bridge supported method - delivery) Rush order - installed by end of October - questionable whether old unit will last to spring. 2) Does not include painting or removal of old unit. Inventory of plant - to try to include in grant funding - replacement items. A motion was made by Husen seconded by Reber to approve plans and specs for replacement of defective primary clarifier. Specs ready for ad in 2 weeks. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. City Clerk to notify st. Benedicts of plant problem. plant Upgrading Project: Watab or Sauk River direction review presented by Engineer Eastwood. Both methods of upgrading plant and disposal of sewage explained. 1 ) Chemical treatment (alum) to dispose of phosphorus - (to Watab) 2) Pumping (energy) use to Sauk River were important factors reviewed. A motion was made by Dehler to instruct engineers to proceed with Sauk River plan and revise specs to increase capacity to be determined. Seconded by Reber. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Storm sewer question abutting mobile home court examined. Feasibility plan of 4-5 years ago to be re-examined for consideration. st. Ben's Sign: (Variance hearing report presented.) Question of placing sign in right of way raised with relation to liability. A motion was made by Reber seconded by Dehler to approve variance with the following stipulations: 1) Provided traffic visibility ,,,ill not be impaired. 2) Plan must be approved by Police Chief Lorentz. 3 ) st.
