Pursuant to due call and notice thereof the city Council of the City of st. Joseph
met in session on Thursday, July 15, 1982 at 7:30 p.m. in City Hall.
I Members Present: Mayor .Hugo B. Weyr~ns; Counci lmen: Herman Schneider, Bud Reber,
Steve Dehler, Mlke Husen; Clty Clerk, Bob Johnson; Treasurer, Leo Sadlo.
Treasurer Report: City Treasurer, Leo Sadlo, presented the monthly fund report.
A motion was made by Schneider seconded by Husen to approve report as
presented.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Engineer Gale Eastwood: Engineer Eastwood presented date for advertisement of bids
for primary clarifier replacement at Wastewater Treatment Plant.
A motion was made by schneider seconded by Husen to approve advertisement
for bids on replacement of existing primary clarifier at the Wastewater
Treatment Plant in the st. Cloud Times on July 20, 1982, bids to be opened
at 10:30 a.m. on Wednesday, August 4, 1982. Bid approval by Council at
8:00 p.m. on Thursday, August 5, 1982.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Senior Citizen Request: Sal Schneider and John Eich were present to submit a request
for the following: sink, sink cabinet and counter top. The above items
have been placed on hold by the senior group for purchase and installation
in kitchen area at senior center. Labor costs have been estimated.
I A motion was made by Husen seconded by Reber to approve purchase and
installation costs up to $500.00 for kitchen improvement.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Special Olympics Program: Council examined request for City participation in
souvenir program advertising for special olympics.
A motion was made by Schneider seconded by Reber that city not participate
at this time allowing contributions to be made on an individual basis.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Hall Annex Improvements: A motion was made by Reber seconded by Schneider to
approve improvement (shower installation) in Apt. #1 and screen door
installation for Apt. #3.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Zoning, SubDivision and Zoning Map Hearings: Hearings scheduled and held on July 8,
1982 were re-scheduled for August 19, 1982 at 7:30 p.m.
utility Delinquency Hearing: A hearing has been scheduled for August 5, 1982 at
8:00 p.m. for utility. delinquentaêcounts.

Rifle Range Question: Question of rifle range and recreation area compatibility
again raised and reviewed. Use of st. Cloud or reformatory ranges also
examined, Po~ice Chief Lorentz placed cost of using outside ranges by City
Police Department at $400.00 per year. Al Ehlert, representing the Rod & I
Gun Club,' indicated the Rod & Gun Club was interested in the matter and
requested CoUncil table question to allow Club to study ~ibili ty.
A motion was made by Reber seconded by Husen to table rifle range question
to allow Rod & Gun Club time to examine and provide comment.
Ayes: Weyrens, schneider; Reber, Dehler, Husen.
Nayes: None Motion carried.
Attorney Jovanovich - student Housing: Approximately 15 City residents submitted
a petition, voiced complaints and suggestions relating to student housing
in residential areas of the City. The group listed the following
conditions as offensive and harmful:
1. Public drunkenness.
2. Loud music, profanity, and general noise at all hours.
3. Litter, broken bottles in the street, overflowing trash containers,
and broken furnishings left for months outside residences.
4. A seeming lack of respect for private and public property
(examples: urination on private property, destruction of shrubbery,
destruction of street signs, driving across private property,
parking on private Imms).
5. A difficult to define but nevertheless present sense of mistrust
and fear of reprisal if one protests the above conditions.
The following list of suggestions ,,,ere also submitted by the resident group: I
1. Encourage efforts toward greater understanding on both sides of
residential/renter lifestyles.
2. Inform landlords of our concerns and enlist their cooperation.
3. Inform the College of st. Benedict and st. John's University of
our concerns and enlist their cooperation.
4. Create a clear, well-publicized statement of city regulations
concerning rental property and provide for enforcement of those
standards as necessary.
Attorney Jovanovich presented information relating to court decisions,
statutes and ordinances pertaining to student housing.
The definition of a family in City Zoning Ordinance #59 was questioned.
The Ordinance allows five unrelated persons to live in a single family
residence as a family unit. Other problems discussed were:
1 ) Parking space.
2) Impact of change in "family" size on income.
3) Environmental changes and the impact on property values.
Attorney Jovanovich proposed:
1) An update of the City Noise Ordinance.
2) Definition of family change if necessary.
3) Insert restrictions in Zoning, Housing or Noise Ordinances.
Enforcement of ordinances was considered by most persons present as the I
most important action necessary. Attorney Jovanovich to contact both
local colleges regards rules of conduct for students living off campus in
residential areas of the City.
Mayor Weyrens appointed Building Inspector Roman Reber and Councilman 1115
Mike Husen to a committee to prepare parking restrictions for the new
housing ordinance.
I New Gambling Ordinance: A motion was made by Schneider seconded by Husen to approve
the new Gambling Ordinance No. 1982-C.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Paint for Bleachers: A motion was made by Reber seconded by Husen to approve purchase
of paint for the Memorial Park bleachers - estimated cost $300.00.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
EI Paso Ditch: A motion was made by Reber seconded by Dehler to approve a rip-rap
installation at the north side storm sewer exit -- (EI Paso ditch under
four-lane Highway #75 to north side).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Meeting Re-Opened: The meeting was re-opened at 10:49 p.m. to allow the following
council action: A motion was made by Reber seconded by schneider to approve
Mayor and Clerk signature on Plat of Cedar Village Townhouses submitted
by Landmark Realty and previously recommended for approval by the Planning
Commission.
