Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, August 19, 1982 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen; City Clerk Bob Johnson; Attorney Tom Jovanovich.
others Present: Sr. Ingrid and two other representatives of the College of st.
Benedict, Dan Weiser, Vince and Nancy Manderfeld, Paul Wieber, Mike
strickler, Ben Kremer, Ray and Lucy Larson, Ruth and Harry Knevel, Mike
Fritz, Bill Lorentz, Hub Klein.
Hearings: The first hearing - zoning Ordinance No. 1982-A opened with a review of
communications exchanged between City and Colleges regards student housing.
Discussion of a proposed meeting with Council and College representatives
was held. student participation question was raised - classes reportedly
open on Labor Day. Apartment and private home rental owners to be invited.
Meeting has been scheduled for September 9, 1982 at 7:30 p.m. in city Hall.
Noise problems in residential and downtown areas were cited by several
persons present. Noise Ordinance No. 1982-D was reviewed and is in process
of correction and update prior to approval and publication. The City
Nuisance Ordinance will be reviewed at a later date. Health related
ordinances to receive attention. zoning Ordinance changes and update to
be incorporated and final draft presented for publication. The Housing
Rental Ordinance will be enforced by the Building Inspector.
A motion was made by Husen seconded by Reber to change floor area
requirement from 50 square feet to 80 ?quare feet for each occupant in I

A motion was made by Husen seconded by schneider to approve zoning
Ordinance #1982-A with changes incorporated at this meeting.

A motion was made by Husen to approve SubDivision Regulation Ordinance
#1982-B as presented in final draft.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.

New zoning map was presented by Council Representative on Planning
Commission Mike Husen.
A motion was made by Dehler seconded by Reber to accept zoning map as
presented with the addition of an Ecclesiastical District as proposed by
st. Benedict representative Attorney Mike Sullivan.

Nayes: None Motion carried.
A motion was made by Reber seconded by Schneider to approve publication of
summary of Zoning Ordinance #1982-A, sub-Division Regulation Ordinance I
#1982-B and notice of adoption of Zoning Map.

II Noise Ordinance 1982-D: Proposed Noise Ordinance reviewed with changes and corrections.
A motion was made by Reber seconded by Dehler to approve Noise Ordinance #1982-D

Question of enforcement reviewed. Police to receive and act upon complaint
of private party.
Minutes Approved: On motion by Dehler seconded by Reber the Council minutes of August
5 and August 18, 1982 were approved as presented.

Kitchen Door Installation: A motion was made by Reber seconded by Husen to approve
installation of a door in Senior Center/Hall kitchen ~ cost not to exceed $200.

Election Judges: The following election judges were approved on motion by Husen
seconded by Dehler:

Bo Diddley Race: A motion was made by Reber seconded by Schneider to approve traffic
control of the intersection on Minnesota Street West and 2nd Avenue Northwest
for completion of the first annual Bo Diddley race (running) from st. John's
to st. Joseph on September 18, 1982.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Hall Project: Councilman Bud Reber and City Clerk Bob Johnson met with architect
Rick Olsen, Contractor Jerry Kollmann and project foreman Jim Rossman on
August 11, 1982 to conduct final inspection and resolve question of final
payment withheld uniilall changes and corrections had been completed. A
total of $420.00 had been withheld. The agreement reached was:
1) The city to deduct $210.00 from the $420.00 outstanding to pay subcontractor
Mike Henkemeyer, painter, according to claim submitted.
2) City to retain $120.00 to hire carpenter to finish corrections.
3) Balance of $90.00 to be paid to Kollmann Builders as final payment.
The above agreement was approved on motion by Husen seconded by Schneider.

Election Notice: Publication of the Primary and City election notice was approved
on motion by Reber seconded by Dehler.

Unemployment Compensation: City Clerk reported Randall L. Bush's application for
unemployment compensation while on unrequested leave of absense with pay,
has been approved by the st. Cloud office. A letter of appeal has been
submitted by the City.
street Closing: A motion was made by Husen seconded by Dehler to approve fire
department closing of Ash street - College Avenue to 1st Avenue North,,,est
for the annual water fight on September 18, 1982.
Voting for motion: Schneider, Dehler, Husen, Reber.
Voting against motion: Weyrens.
Motion carried.
Historical Bell: City Clerk acknowledged receipt and presented a solid brass bell
( 6 II tall), with attractive Historical Society emblem, for Council examin-
ation. The bell ,,,as received from the stearns County Historical Society
in recognition of support and contribution toward construction of the new
Stearns County Historical Center.
Revenue Sharing Assurances: A motion was made by Schneider seconded by Reber to
approve Mayor's signing of the Revenue Sharing statement of Assurances
for entitlement period No. 14.

st. Ben's Easement Agreement: A motion was made by Dehler seconded by Reber to
approve the easement agreement submitted by the College of st. Benedict .--
relating to the erection of a sign at the junction of 3rd street S.W.
and Minnesota Street West.

Fire Truck Repairs: A motion was made by Reber seconded by schneider to approve

Transportation Committee: Councilman Husen reported street plan complete - Council
to review prior to public hearing.
Summer Recreation Report: Summer recreation reports presented to Council and
placed on file.
Mayor Report: Mayor Weyrens reported receipt of letter from Jim Pehler indicating
waste management plans for state Reformatory, st. Cloud were approved.
City membership fee in the Area Planning Organization (APO) to increase by
5% to $3,234.00 for 1983.

Police Chief: Chief Lorentz cited need for additional police patrolman assistance.
Lorentz to meet with st. Ben's security to examine areas of cooperation.
Council approved part time assistance with clerical work in Police office.
Laurie Terwey will be asked to assist on a time-release basis from clerk's
II office on motion by Reber seconded by Dehler.

to Council members.
