Pursuant to due call and notice thereof the City Council óf the City of st. Joseph
met in session on Thursday, February 4, 1982 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen; City Clerk, Bob Johnson; Treasurer, Leo Sadlo.
Others Present: Kim Reber, observer Apollo High School; Bob Borresch.
Treasurer Report: Leo Sadlo, treasurer, presented the monthly fund and investment
report. Report approved on motion by Schneider seconded by Husen.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes: Council minutes of January 21, 1982 were approved on motion by Reber
seconded by Dehler.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Snow Removal: A motion was made by Schneider seconded by Dehler to pay gas bill
for removing snow from Minnesota Street out of special snow removal fund.
Ayes: Schneider, Reber, Dehler, Weyrens.
Voting against motion: Husen. Motion carried.
Bills: A motion was made by schneider seconded by Husen to pay bills as presented.

James Landwehr: James Landwehr, Landmark Realty, appeared before Council to inquire I
about zoning, possible land use of approximately 22.83 acres owned by
Dr. Nelson, Watkins, Mn. abutting old dump road and City Wastewater Plant
properties:
Related factors: 1) A commercial use would be incompatible with City
Comprehensive plan.
2) Zoned industrial at present time.
3) High cost of sewer and water to area cited.
4) Located near Wastewater plant operation. Future
expansion of plant impact.
Bechtold Farm Property Development: James Landwehr also presented a letter, to
be sent to landowners abutting the Bechtold farm property, on the west
end of the City, informing all that the proposed housing development
(47 single family units) has been postponed until high interest rates
improve housing climate. Landwehr indicated when prime rate drops 4
points project will be re-activated.
Hall Renovation Project: A report of the Senior Center/Hall project was briefly
reviewed: Architect list of items requiring contractor attention,
performance and correction was examined. The 5-page list was prepared
after an almost final inspection held on January 26, 1982.
User Fee Schedule Changes: A motion was made by Schneider seconded by Dehler to
approve the following user fees: I
1) Water tapping ---- 35.00 (25.00)
2) Water permit ----- 100.00 (75.00)
3) Sewer permit ----- 50.00 (10.00)
4) Excavation permit- 25.00 (15.00)

5) On-Sale Liquor --- 1,600.00 (1,500.00)
6) club Liquor ------ 200.00 ( 100.00)
Voting for motion: Schneider, Reber, Dehler.
I Voting against motion: Weyrens, Husen.
Motion passed.
Police car ad for bid and specifications were examined and
Police Car Specs, Ad:
reviewed. Ad publication dates: Feb. 3 and 4, 1982. Bid opening scheduled
for 11:00 a.m. Feb. 18, 1982. Award of bid: Feb. 18, 1982 - 7:30 p.m.
J.C. 's Gambling License: On motion by Reber seconded by Husen the 1982 gambling
license for the J.C.'s was approved.
Voting for motion: Schneider, Reber, Weyrens.
Abstaining: Dehler, Husen.
Motion passed.
Legion Gambling License: A motion was made by Reber seconded by Husen to approve
Legion gambling license for 1982. --
Ayes: Weyrens, Schneider, Reber, Dehler, Husen. .---
Nayes: None Motion carried.
Small cities Membership: A motion by Dehler seconded by Schneider approved membership
for 1982 in the Association of Small cities. (Fee - 1 1 )""f.1ß' .
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Board Meeting Minutes: February 3, 1982 meeting - Policy - Physical exams.
A motion was made by Husen seconded by Reber to require fire personnel
hired after 9/15/80 to have physical exam at medical doctor or facility
of their choice. Fire Chief to specify requirements of exam.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Department Purchases: A motion was made by schneider seconded by Reber to
approve purchase of Wetwater additive and the additional $27.00 cost of
face masks.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Inspector Appointment: Mike Loso was approved as City Fire Inspector on motion
by Husen seconded by Dehler.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Local Government Forum: A motion was made by Schneider seconded by Reber to approve
the attendance of Weyrens and Johnson (alternate-Husen) at the annual Local
Government Forum held at the Holiday Inn in st. Cloud on Thursday, February
18, 1982.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Albany Tree-Weed Meeting: Report by schneider: Meeting at Albany, MN January 25, 1982.
1) Shade Tree program will receive no state funding in 1982.
2) Noxious weed treatment reviewed.
3) Use of new chemicals.
. - 4) CPR refresher course.
Pump Hous~ #2 Freeze: Schneider, also reported a freeze up in pump house #2 resulted
ln a broken gauge - estlmated cost $60 - $70. Gas heater mal-function has

been corrected.
Park Board Meeting: Report by Reber:
1 ) Lack of quorum to conduct meeting on January 25, 1982.
2) Need for volunteer park maintenance cited. I
3) Rec. Assn. meeting: Feb. 1, Annual - Feb. 22, 1982.
4) septic system replacement under consideration.
5) Rec. Assn. financial report available.
6) Rec. Assn. lease renewal time.
Legislative Meeting: Report by Husen: League of cities Legislative Conference
held at state Capitol on January 27, 1982.
1 ) League policies reviewed, minor changes only.
2) Redistricting changes discussed.
3) Levy limits: majority of Cities reportedly approve repeal.
Legislators do not.
Planning: Report by Husen:
1) Property review - zoning questions
2) sub-division regulations examined
3) Election: Ben Kremer - Chairman
Tom Nahan - Vice Chairman
Phil Durkee - Secretary
Annexation Board meeting at To,m Hall on February 10, 1982.
Mayor Report: APO meeting in st. Cloud.
1 ) Director Hansen presented the 1981 APO work report.
2) Air Quality hearing to be held in March.
3) APO meeting in st, Joseph on February 25, 1982 - 7:30 p.m.
Mayor presented a letter from Ray Krebsbach, Krebsbach Chevrolet Company,
rclating to police vehicle and department operation.
