Joseph met in session on Thursday, February 18, 1982 at 7:30 p.m. in City Hall. , Members Present: Mayor Hugo B. Weyrens; Councilmen: Bud Reber, steve Dehler, Mike Husen; City Clerk, Bob Johnson. (Absent: Councilman Herman Schneider, hospi talized. ) Others Present: Police Chief Lorentz and Patrolman Jansky. Patrolman Jansky: Officer Jansky requested pay day be changed to 1st and 15th day of each month. Current pay period policy has pay day between 2nd and 5th and 16th and 20th of each month. Time sheets are due in City Clerk 's office on 16th and 1st of month. City payroll checks are prepared in Clerk's office and signed by Clerk and Mayor submitted to City Treasurer for his recording and signature prior to issuance. Changes in payroll proceedures will be reviewed when City utilizes an in-house computer or purchases computer service. Bueckers Refuse: Irvin Bueckers, Bueckers Refuse Service, was present and requested City Council consider his service at $4.00 per account. Bueckers hauls to st. John's and has contract to haul st. John's incinerator ash. Council to examine bid proceedure. Minutes Approved: On motion by Dehler seconded by Husen the Council approved the minutes of February 4, 1982 as presented. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. I Fire Chief Day Proclamation: On motion by Husen seconded by Reber the Council approved the following proclamation for Fire Chiefs Day - February 26, 1982. (Publish st. Cloud Times.) WHEREAS: the City of st. Joseph recognizes the valuable contribution of the st. Joseph Volunteer Fire Department; WHEREAS: the position of Fire Chief symbolizes the efforts and accomplishments of said Fire Department; VffiEREAS: former Fire Chiefs of the Department, Tony Pallansch, Anton "Curly" Reber, Roman Zwach, Herman Schneider, and Mike Loso, have served the st. Jo~eph Community with distinction and honor; WHEREAS: the City Council wishes to express the appreciation felt by the citizens of the Community; THEREFORE BE IT RESOLVED that the Mayor and City Council of st. Joseph, MN hereby declare the February 26, 1982 be proclaimed "Fire Chief Day" in the City of st. Joseph. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. Hall Project Inspection: Council conducted another final inspection of the City Hall renovation project. Partial Payment Hall Project: A motion was made by Husen seconded by Reber to approve payment dated February 4, 1982 with stipulation that money be withheld for corrections not completed. I Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. Town Approval Fire Capital Outlay: A message was acknowledged from Town Clerk, David Thralow, that st. Joseph Town supervisors had approved Fire Department Capital Outlay items as presented. 1088 Recreational Association Lease: On motion by Husen seconded by Reber the Council approved renewal of the 3-year lease with the st. Joseph Recreational Association for Millstream softball parks and continue to require dram shop insurance for that operation. Ayes: Weyrens, Reber, Dehler, Husen. r Nayes: None Motion carried. Civil Defense Workshop: A motion was made by Husen seconded by Dehler to approve Dick Taufen's attendance at a i-day civil Defense Workshop in st. Paul on Friday, IIIarch 5, 1982. Ayes: . Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. Capital Outlay Approval: A motion was made by Reber seconded by Dehler to approve a Wastewater plant Capital Outlay: 2,000 gallon stainless steel (used) tank - cost $2,500.00 - for sludge truck. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. Broom Purchase: A motion was made by Reber seconded by Dehler to approve purchase of broom for Simplicity tractor - cost $275.00. Maintenance Department Capital Outlay item. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None IIlotion carried. City Clerk Conference: A motion was made by Reber seconded by Husen to approve Clerk's attendance at annual conference - 3-day - March 24-25-26, Moorhead, Minnesota. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. I Chief's Conference: A motion was made by Dehler seconded by Husen to approve Police Chief's conference - 4 days - Minneapolis - March 30-31, April 1-2. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. Table Purchase: Motion was made by Reber seconded by Dehler to approve purchase of Id tchen table in apartment #3 for $25.00. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None IIlotion carried. Rod & Gun Gambling License: A motion was made by Dehler seconded by Reber to approve gambling license for Rod & Gun Club. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. EMT Training: A motion was made by Husen seconded by Reber to approve EMT (Emergency Medical Training) for 14 members of Fire Department. Training starts March 2 for 5 weeks - 2 nights (Mon.-Tues.). Estimated cost $900.00. Fire Department to attend Town meeting February 22 for approval. Ayes: Weyrens, Reber, Dehler, Husen. Nayes: None Motion carried. Planning Report: Husen presented future street plans. East End grm"th pattern I agreeable with Townships and County. Bridge and heavy traffic routes examined. Local Government Forum: Report of attendance at Local Government Forum held in 1089 st. Cloud on February 18 presented by Mayor Weyrens. Report included information on current status at st. John's incinerator operation. APO: Report by Mayor Weyrens. Executive Board meeting held in st. Joseph. I - February meeting in st. Joseph cancelled. Communications: Presented by Mayor Weyrens: 1) place for young persons to gather - pleasant Acres resident. 2) Local resident - Police matters (2) . 3) Krebsbach Chevrolet - Police matters. 4) Mayor's personal letter.
